What is the extra class fee rate for teachers within the school in Vietnam?

Based on Article 7 of the Regulations on extra classes issued with Circular 17/2012/TT-BGDDT, the collection and management of extra class fees are regulated as follows:

Collection and management of extra class fees

1. For extra classes within the school:

a) Collect extra class fees to pay for teachers directly teaching extra classes, managing extra classes, and the school's cost for electricity, water, and facility maintenance serving extra classes;

b) The extra class fee is determined through an agreement between the parents and the school;

c) The school organizes the collection, expenditure, and publicize the accounting of extra class fees through the school's finance department; teachers do not directly collect or manage extra class fees.

2. For extra classes outside the school:

a) The extra class fee is determined through an agreement between the parents and the organization or individual conducting extra classes.

b) The organization or individual conducting extra classes must comply with current regulations on financial management regarding extra class fees.

Thus, extra class fees are collected to pay for the teachers directly teaching extra classes, managing extra classes, and the school's costs for electricity, water, and facility maintenance serving extra classes.

The extra class fees for teachers within the school are determined through an agreement between the parents and the school.

Proposal to allow teachers in Vietnam to teach extra classes outside the school in the latest Draft

On August 22, 2024, the Ministry of Education and Training posted the Draft Circular on extra classes (Draft) on its electronic portal for public comments.

**** The Draft clearly states the permission for teachers to teach extra classes outside the school.

Teachers teaching extra classes outside the school must take note of the following in the Draft:

Teachers (including Vice Principals or deputies of the head) working and receiving salaries from the public payroll funds at general educational institutions or regular educational institutions participating in extra classes outside the school must meet the following requirements:

- Report to the Principal about the subject, location, and time of extra classes and commit to the Principal to complete assigned duties without violating extra class principles.

- In case there are students from the class the teacher is directly teaching within the school in the extra class outside the school, the teacher must report, list those students (full name and class they are attending in school) to the Principal, and commit not to coerce any student to attend extra classes in any form.

Additionally, principals participating in extra classes outside the school must report and be approved by the Head of the District Education and Training Department (for lower secondary schools), Director of the Provincial Department of Education and Training (for upper secondary schools).
