On August 30, 2024, the Ho Chi Minh City Department of Education and Training issued Official Dispatch 5436/SGDDT-KTKD in 2024 to guide the implementation of Education Quality Management tasks for the academic year 2024 - 2025.
The Ho Chi Minh City Department of Education and Training provides common tasks for preschool education, general education, and continuing education as follows:
(1). Properly prepare and organize the High School Graduation Examination in 2025.
This is the first year the high school graduation exam is implemented under the General Education Program 2018. Therefore, educational institutions need to take the initiative and plan early for exam preparation and communication work. It is necessary to actively, effectively participate in commenting on draft legal documents, organize mock exams when conditions permit, train students, teachers, and staff participating in the examination organization; promote the application of information technology to reduce costs and enhance the efficiency of the examination organization process.
(2). Continue to innovate towards improving quality, efficiency, objectivity, and transparency in all stages of the selection exams for excellent students from the local to the national level, participating in regional and international Olympic competitions.
(3). Continue to ensure resources and effectively and fundamentally implement education quality accreditation for preschools, general educational establishments, continuing education institutions, and recognize national standard schools for preschools and general educational establishments according to the law; exploit and use the education quality accreditation results data to serve management tasks as a basis for mobilizing and allocating resources effectively to improve and enhance education quality.
(4). Strengthen the management of diplomas and certificates and effectively implement digital transformation in managing diplomas and certificates, public services in managing diplomas and certificates, publicly disclose information about the issuance of diplomas and certificates according to regulations.
Enhance the management of foreign language proficiency certificate issuance in the local area according to regulations and decentralization. Implement effective measures to address the situation of fake, buying, and selling diplomas and certificates.
Gradually improve the capacity of diplomas and certificates management at general educational establishmentss to ensure compliance.
(5). Direct and conduct inspections and monitoring to ensure the effective implementation of the Ministry of Education and Training's regulations on public disclosure in the activities of educational institutions within the national education system according to Circular 09/2024/TT-BGDDT.
(6). Implement effective national and international education quality assessment programs according to the plan, accurately reflecting the teaching and learning results at different educational levels.
Actively advise to ensure resources to effectively implement the City's People's Committee-issued Plan for the “Scheme for developing a wide-scale national evaluation system meeting the requirements of improving quality and international integration of general education in the period 2022-2030.”

How to perform quality management tasks for the 2025 High School Graduation Examination in Vietnam?
Based on Section 1, Part B of Official Dispatch 5436/SGDDT-KTKD in 2024, the tasks for quality management for the 2025 High School Graduation Examination are as follows:
(1) Strengthen management functions, link the responsibility of directing, managing the exam organization of the City People's Committee and the Department of Education and Training in directing the organization of the 2025 High School Graduation Examination.
(2) Develop and strictly, promptly implement regulations, and requirements in the guiding documents for exam organization to all levels; organize feedback on the draft legal documents, High School Graduation Examination Regulations from 2025, guiding documents for the examination organization, and actively assess local impacts.
(3) Continue to assign teachers to attend training sessions to develop exam questions and contribute exam questions to the Exam Question Library to serve the organization of the High School Graduation Examination from 2025.
(4) Ensure good personnel selection for the exam; deeply understand the exam regulations; improve the quality of professional training for all participants in the exam organization.
(5) Enhance the application of Information Technology in management, direction, and exam organization; actively participate in testing exam administration software to ensure feasibility and effectiveness.
(6) Analyze, evaluate, and effectively utilize the database of High School Graduation Examination results to serve professional management tasks and policy formation.
What is the deadline for developing a detailed plan to perform quality management tasks for the academic year 2024-2025 at educational institutions in Ho Chi Minh City?
Based on Part C of Official Dispatch 5436/SGDDT-KTKD in 2024, the Ho Chi Minh City Department of Education and Training guides: based on specific circumstances, the Education and Training Offices; affiliated kindergartens; high schools; multi-level schools; continuing education centers, vocational and continuing education centers will develop detailed plans to perform quality management tasks for the academic year 2024-2025 at their units and submit them to the Department of Education and Training (through the Examination and Education Quality Accreditation Office, in print, signed and stamped by the head of the unit) before October 01, 2024.
