What are the limits on number of teachers working in public preschool institutions in Vietnam?
Based on Article 5 of Circular 19/2023/TT-BGDDT, the regulation is as follows:
limits on number of occupational titles in specialized vocational positions
1. Preschool teachers:
a) For child groups: Every 15 children/group from 03 months old to 12 months old; 20 children/group from 13 months old to 24 months old; 25 children/group from 25 months old to 36 months old are allocated a maximum of 2.5 teachers/group;
b) For kindergarten classes: Every 25 children/class from 3 years old to 4 years old; 30 children/class from 4 years old to 5 years old; 35 children/class from 5 years old to 6 years old are allocated a maximum of 2.2 teachers/class;
c) Preschools that do not have enough children to allocate according to child groups or kindergarten classes specified at points a, b, clause 1 of this Article, or after arranging child groups, kindergarten classes according to points a, b, clause 1 of this Article, if there are still surplus children, the limits on number of preschool teachers will be calculated based on the average number of children by each age group of each child group, kindergarten class as follows: Every 06 children from 3 to 12 months old or 08 children from 13 to 24 months old or 10 children from 25 to 36 months old, 11 children from 3 to 4 years old or 14 children from 4 to 5 years old or 16 children from 5 to 6 years old will have an additional 1.0 teacher;
d) For mixed-age child groups, mixed-age kindergarten classes according to the Preschool Charter, the limits on number of teachers will be allocated according to the regulations at points a, b, clause 1 of this Article;
dd) For school points with only 01 child group or 01 kindergarten class not meeting the number of children to allocate according to child groups or kindergarten classes specified at points a, b, clause 1 of this Article, 2.0 teachers/child group or kindergarten class will be allocated.
2. Position for supporting the education of disabled children:
a) In public preschools with disabled children learning inclusively: When the preschool has less than 20 disabled children learning inclusively, 01 staff will be allocated; when the preschool has 20 or more disabled children learning inclusively, a maximum of 02 staff will be allocated. When a group of children or a kindergarten class has 01 disabled child learning inclusively, the number of children in that group or class will be reduced by 05 children. Each group or class should not have more than 02 disabled children learning inclusively;
b) If it is not possible to arrange staff to undertake the task of supporting the education of disabled children, either a labor contract or a concurrently working teacher will be arranged.
Thus, the limits on number of preschool teachers in public preschools are as follows:
- A maximum of 2.5 teachers/group when: Every 15 children in the group from 03 months old to 12 months old; 20 children/group from 13 months old to 24 months old; 25 children/group from 25 months old to 36 months old.
- A maximum of 2.2 teachers/class when: Every 25 children/class from 3 years old to 4 years old; 30 children/class from 4 years old to 5 years old; 35 children/class from 5 years old to 6 years old.
- For preschools that do not have enough children to allocate according to child groups or kindergarten classes, the limits on number of preschool teachers will be calculated based on the average number of children in each age group of each child group, kindergarten class as follows: Every 06 children from 3 to 12 months old or 08 children from 13 to 24 months old or 10 children from 25 to 36 months old, 11 children from 3 to 4 years old or 14 children from 4 to 5 years old or 16 children from 5 to 6 years old will have an additional 1.0 teacher.
- For mixed-age child groups, mixed-age kindergarten classes, the limits on number of teachers will follow the regulations.
- For school points with only 01 child group or 01 kindergarten class not meeting the number of children to allocate according to child groups or kindergarten classes, 2.0 teachers/child group or kindergarten class will be allocated.

What is the salary coefficient for public preschool teachers in Vietnam?
Based on Article 8 of Circular 01/2021/TT-BGDDT on the regulations on salary classification for preschool teachers:
Salary classification
1. Civil servants appointed to the occupational titles of preschool teachers prescribed in this Circular shall apply the corresponding salary scale issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) Preschool teachers, grade III, code V.07.02.26, apply the salary coefficient of public employees, type A0, from a salary coefficient of 2.10 to a salary coefficient of 4.89;
b) Preschool teachers, grade II, code V.07.02.25, apply the salary coefficient of public employees, type A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
c) Preschool teachers, grade I, code V.07.02.24, apply the salary coefficient of public employees, type A2, group A2.2, from a salary coefficient of 4.0 to a salary coefficient of 6.38.
2. Salary classification upon appointment to the professional title is carried out according to the guidance at clause 1, Section II, Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs guiding salary classification upon grade-upgrading, grade transfer, type transfer for officials and public employees and according to the current legal regulations. When implementing a new salary policy, the transfer to the new salary shall be executed according to the regulations of the Government of Vietnam.
Thus, the current salary coefficient for preschool teachers is determined as follows:
- Grade 1 preschool teachers: 4.0 to 6.38;
- Grade 2 preschool teachers: 2.34 to 4.98;
- Grade 3 preschool teachers: 2.10 to 4.89.
What is the current salary of public preschool teachers in Vietnam?
The Government of Vietnam has just promulgated Decree 73/2024/ND-CP regulating the statutory pay rate and bonus policies.
According to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate from July 1, 2024, is 2,340,000 VND/month. The salary of preschool teachers, who are public employees, will also increase.
The formula for calculating the salary of preschool teachers according to the statutory pay rate is as follows:
Salary = Statutory pay rate x Salary coefficient
Thus, the salary of preschool teachers from July 1, 2024, will be as follows:

Thus, from July 1, 2024, the salary for public preschool teachers will range from 4,914,000 VND/month to 14,929,200 VND/month.
