Based on Article 7 of Circular 03/2021/TT-BGDDT (amended by Clause 8 Article 3 Circular 08/2023/TT-BGDDT):
Cases for appointment to the position of lower secondary school teacher
- Officials already appointed to the positions of lower secondary school teacher as regulated in Joint Circular No. 22/2015/TTLT-BGDDT-BNV are now appointed to the teacher position according to this Circular as follows:
a) Appointed to the position of rank 3 lower secondary school teacher (code V.07.04.32) for rank 3 lower secondary school teacher (code V.07.04.12) meeting the educational qualifications of rank 3 lower secondary school teacher(code V.07.04.32);
b) Appointed to the position of rank 2 lower secondary school teacher (code V.07.04.31) for rank 2 lower secondary school teacher (code V.07.04.11) with a total period of holding the position from rank 3 (code V.07.04.12) to rank 2 (code V.07.04.11) or equivalent positions totaling 9 (nine) years or more (excluding probationary period);
c) Appointed to the position of rank 1 lower secondary school teacher (code V.07.04.30) for rank 1 lower secondary school teacher (code V.07.04.10).
- Rank 2 lower secondary school teacher (code V.07.04.11) not meeting the standards of the corresponding grade regulated in Article 4 of this Circular will be appointed to the position of rank 3 lower secondary school teacher (code V.07.04.32); rank 1 lower secondary school teacher (code V.07.04.10) not meeting the standards of the corresponding grade as regulated in Article 5 of this Circular will be appointed to the position of rank 2 lower secondary school teacher (code V.07.04.31).
- Newly recruited lower secondary school teachers, upon completing the probationary period as regulated and being assessed as satisfactory by the head of the public service provider, will be appointed to the appropriate position they were recruited for.
Regulations on the transfer to rank 2 lower secondary school teacher are as follows:
- Rank 2 lower secondary school teacher with the code V.07.04.11 (old code) will be appointed to the teacher position grade 2 with the new code V.07.04.31 if they meet the standards of rank 3 (code V.07.04.12) and rank 2 (code V.07.04.11).
- Appointment to the rank 2 lower secondary school teacher (code V.07.04.31) requires teachers to meet the standards of rank 2 and pass the promotion evaluation from rank 3 to rank 2 conducted by the competent authority.t

What are the duties of a rank 2 lower secondary school teacher in Vietnam?
Based on Clause 1, Article 4 of Circular 03/2021/TT-BGDDT, rank 2 lower secondary school teachers have the following duties:
- Serve as speakers or demonstrate in teacher training classes or pilot new models, methods, technologies from the school level and beyond; lead training content and special topic activities in professional organizations or participate in building electronic learning materials;
- Participate in guiding or evaluating scientific and technological research products from the school level and beyond;
- Engage in social activities, community service; attract participation from organizations, individuals in organizing educational and teaching activities for students;
- Join external evaluation teams; or conduct professional and operational inspections for teachers from the school level and beyond;
- Be part of jury panels or exam-setting panels or act as guides in competitions (for teachers or students) from the school level and beyond (if applicable).
What is the salary coefficient for rank 2 lower secondary school teachers in Vietnam?
Based on Article 8 of Circular 03/2021/TT-BGDDT, the regulations for salary classification are as follows:
Salary Classification
- Officials appointed to lower secondary school teacher positions as per this Circular apply the corresponding salary scale issued alongside Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam regarding salary policies for officials and public employees and armed forces. Specifically:
a) Rank 3 lower secondary school teacher, code V.07.04.32, applies the salary coefficient for public employee category A1, ranging from coefficient 2.34 to 4.98;
b) Rank 2 lower secondary school teacher, code V.07.04.31, applies the salary coefficient for public employee category A2, group A2.2, ranging from coefficient 4.00 to 6.38;
c) Rank 1 lower secondary school teacher, code V.07.04.30, applies the salary coefficient for public employee category A2, group A2.1, ranging from coefficient 4.4 to 6.78.
- Salary classification upon appointment to a professional title is conducted as per guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, by the Ministry of Home Affairs guiding salary classification upon promoting, changing grade or type for officials and public employees as per current legal regulations. When implementing new salary policies, the new salary classification will comply with regulations from the Government of Vietnam.
Thus, the salary coefficient for rank 2 lower secondary school teachers ranges from 4.00 to 6.38.
According to Decree 73/2024/ND-CP, from July 1, 2024, the statutory pay rate will be 2.34 million VND/month. Public employees are among the subjects that will apply this new statutory pay rate.
