Pursuant to September 9, 2024, the Ministry of Education and Training promulgated Official Dispatch 5201/BGDDT-GDTX in 2024, the purposes of organizing the Lifelong Learning Week in 2024 as follows:
[1] Raise awareness, augment responsibility, foster interest, and encourage active participation among all levels of government, industries, organizations, unions, and social forces in the development of a reading culture to promote lifelong learning—one of the strategic national imperatives to improve public intellectual standards, develop human resources, nurture talents, and ensure sustainable and successful development.
[2] Strengthen the role of the educational and training system in guiding, organizing, and implementing reading promotion activities for staff, teachers, students, trainees, and the public, contributing to fostering a widespread learning movement among all social classes; diversify learning methods (classroom learning, formal schooling, extracurricular learning, online learning, distance education, peer learning, etc.);
In which reading is a widespread and effective learning activity that helps expand knowledge, develop thinking, improve and develop soft skills and communication skills; create an amiable, conducive environment for reading, developing the reading culture in the community, thereby encouraging people to actively engage in frequent, continuous, and lifelong learning, aiming to build a learning society.

Pursuant to Official Dispatch 5201/BGDDT-GDTX in 2024, the Lifelong Learning Week 2024 will be held from October 1, 2024, to October 7, 2024, with the opening ceremony taking place on October 1, 2024 with the theme "Developing a Reading Culture to Promote Lifelong Learning."
What are activities of the Lifelong Learning Week in 2024 in Vietnam?
According to Official Dispatch 5201/BGDDT-GDTX in 2024, the activities of the Lifelong Learning Week in 2024 in Vietnam include:
The activities during the Week are based on the theme of 2024 and the specific conditions of the locality. The People's Committees of the provinces are directed to implement the Week of 2024 with appropriate, flexible, and creative forms and content, mobilizing maximum resources to organize activities that develop the reading culture and promote lifelong learning.
The Ministry of Education and Training suggests the following activities:
- Enhance and innovate information and communication activities on mass media, official websites of relevant units and organizations, social media about the importance and role of developing a reading culture to promote lifelong learning.
Hang banners and slogans at educational institutions, factories, offices, offices, and public places; organize various forms of communication about the theme and activities of the Week so that people know and participate.
- Organize the opening ceremony of the Week with the participation of representatives from the party leadership, government, relevant agencies, social organizations, businesses; representatives from educational institutions, cultural establishments, mass media agencies; representatives from various social strata, students, trainees, and residents in the area.
- Implement the Week's activities with appropriate and effective forms; especially focus on remote, mountainous, and economically challenged areas, to create widespread social response, putting the Week's theme into practical life.
+ Organize book festivals to introduce new books, create spaces for interaction between authors and readers; establish reading clubs by theme and age group, helping people read and share their insights together; organize writing, drawing, and storytelling competitions based on books to stimulate creativity and love for reading; hold seminars to share experiences about innovating school libraries and developing a reading culture in educational institutions and communities; organize events, interaction activities, competitions, talks, etc.
To encourage students, trainees, students, teachers, management staff, and the public to read books; launch initiatives for students and citizens to donate books to build classroom bookshelves in remote and disadvantaged schools.
+ Enhance school library activities, promote the application of information technology, optimize technology platforms, and digital transformation to improve library activities; introduce and expand exemplary school library management models, activities;
+ Mobilize organizations and individuals to invest in equipment, bookshelves, and books for educational and training institutions, especially schools and locations in economically disadvantaged areas; encourage parents to actively participate in building classroom bookshelves and parent bookshelves;
+ Innovate teaching methods, reform examinations, and assessments towards leveraging learning resources, reference materials, and information outside textbooks to improve education quality; encourage students to read printed and digital materials, fostering self-study skills and lifelong learning capabilities.
+ Organize classes on skills, reading methods, information collection, and processing methods for students in educational institutions; for general schools, this content should be integrated into reading/library lessons; conduct classes teaching reading skills and methods and sharing reading experiences for the public at community learning centers.
+ Diversify library services; promote mobile library services in localities, especially in rural areas and economically challenged regions; increase the circulation of books, newspapers, and materials between libraries, focusing on circulation from the public library system to rural, mountainous, and economically challenged areas, to schools, border posts, prisons, and private libraries serving the community;
Continue to innovate the organization and operation methods of school libraries to create a conducive environment for students to regularly access books through various forms such as “green libraries”, “friendly libraries”, “classroom corner bookshelves”, “mobile libraries”, “flexible libraries”, “electronic libraries”, etc.
