What are purposes and requirements of the Economic and Social Development Program for Ethnic Minority and Mountainous Regions in 2025 in Vietnam?

Based on Section 1 of the Plan for the Implementation of the National Target Program on Economic and Social Development for Ethnic Minority and Mountainous Areas in 2025, issued with Decision No. 2139/QD-BGDDT in 2024 (Download), the purposes and requirements of the economic and social development program for ethnic minority and mountainous areas in 2025 are as follows:

Purposes 

- Identify specific tasks for each activity led by the Ministry of Education and Training to implement the Program;

- Clearly assign responsibilities to leading units, set timelines for execution, and specify the products/results to be achieved to ensure the successful completion of the assigned objectives and tasks.

Requirements

- Relevant units must proactively implement tasks to ensure the plan is completed with high quality and on schedule;

- Strengthen tight, synchronized, and responsible coordination among agencies, units, and individuals involved in the implementation process of the Plan.

What are regulations on Projects 4, 5, and 10 on developing ethnic minority and mountainous areas in Vietnam?

Based on Subsection 1, Section 2 of the Plan for the Implementation of the National Target Program on Economic and Social Development for Ethnic Minority and Mountainous Areas in 2025, issued with Decision No. 2139/QD-BGDDT in 2024 (Download), the 10 development projects for ethnic minority and mountainous areas include:

Sub-project 2 - Project 4: Investment in infrastructure for public service providers operating in the field of ethnic work

Task 1: Project for investing in constructing the Faculty of Medicine and Pharmacy - Tay Nguyen University (with a vision to develop into Tay Nguyen University of Medicine and Pharmacy).

Task 2: Project for investing in the construction of physical facilities and equipment to support teaching and learning activities at Tay Bac University.

Task 3: Project for investing in the construction of physical facilities and enhancing equipment to support teaching and learning at Friendship School 80.

Task 4: Project for investing in infrastructure and improving training quality at Friendship School T78.

Sub-project 1 - Project 5: Innovating activities, consolidating and developing ethnic boarding high schools, ethnic semi-boarding schools, and general schools with semi-boarding students, and eradicating illiteracy for ethnic minority people

Task 1: Management work of the Steering Committee

- Operate and maintain the regular activities of the Steering Committee;

- Organize workshops and summary conferences to implement tasks led by the Ministry of Education and Training as part of the National Target Program on Economic and Social Development for Ethnic Minority and Mountainous Areas for the period 2021 - 2030, phase I: from 2021 to 2025;

- Conduct surveys and evaluate the implementation of Project 5.1; Project 4.2 in localities to build proposals for the program’s goals and tasks for the period 2026-2030;

- Prepare reports related to the management tasks of the Steering Committee.

Task 2: Improving the quality of management staff and teachers at ethnic boarding high schools and ethnic semi-boarding schools schools, and schools with semi-boarding students

- Develop materials, print and distribute, and digitize materials;

- Train and enhance the capacity of management staff and teachers at ethnic boarding high schools and ethnic semi-boarding schools schools, and schools with semi-boarding students.

Task 3: Eradicating illiteracy for ethnic minority people

- Appraise and complete the assessment toolkit on illiteracy relapse in ethnic minority areas and experimentally implement the toolkit in several localities;

- Research, evaluate the current state, and propose solutions for illiteracy eradication in villages of ethnic minority areas;

- Train in innovative teaching methods for the illiteracy eradication program;

- Train in assessing learners in the illiteracy eradication program according to Circular No. 10/2022/TT-BGDDT dated July 12, 2022, from the Ministry of Education and Training;

- Communicate and disseminate information about illiteracy eradication activities for ethnic minority people and activities related to the tasks led by the Ministry of Education and Training as part of the Program.

Project 10: Communication, advocacy in ethnic minority and mountainous areas. Check, supervise, evaluate, train, and implement the Program

Activity content:

- Check, supervise, and guide localities in implementing the tasks led by the Ministry of Education and Training in 2025 as part of the Program.

- Communicate about the tasks led by the Ministry of Education and Training as part of the Program.

Which agencies are responsible for the economic and social development program for ethnic minority and mountainous areas in 2025 in Vietnam?

Based on Section 3 of the Plan for the Implementation of the National Target Program on Economic and Social Development for Ethnic Minority and Mountainous Areas in 2025, issued with Decision No. 2139/QD-BGDDT in 2024 (Download):

Department of Ethnic Education

- Acts as the standing unit, leading the implementation, summarizing the situation of the Plan, and reporting periodically and unexpectedly according to regulations;

- Coordinates with relevant units to aggregate and propose funding allocation plans to the Department of Planning and Finance for appraisal and report to the Ministry’s leadership for approval;

- Conducts inspection and supervision of the Plan's implementation according to the Plan.

Department of Continuing Education

- Organizes the implementation of tasks related to illiteracy eradication for ethnic minority people;

- Reports the situation and results of the tasks it is responsible for to the standing unit as per regulations.

Department of Planning and Finance

- Leads the appraisal of estimates and implements the process of allocating funds according to regulations.

Ministry Office and related units

- The Ministry Office coordinates with relevant units to implement the tasks of the Plan according to their functions and duties;

- Related units under and affiliated with the Ministry develop detailed implementation plans for the tasks they are responsible for according to regulations.

Project Management Board of the Ministry

- Organizes the implementation of tasks in Sub-project 2 - Project 4 according to the Plan.

During the Plan's implementation, if there are difficulties or obstacles, units should report to the Ministry of Education and Training (via the Department of Ethnic Education) for prompt resolution./.
