What are cases in which lower and upper secondary students in Vietnam are issued with graduation diplomas?
Pursuant to Article 34 of the Education Law 2019, the issuance of lower secondary school and upper secondary school diplomas to students is as follows:
- Students who complete the lower secondary school program and meet the conditions prescribed by the Minister of Education and Training shall be awarded the lower secondary school diploma by the head of the educational specialized agency under the district-level People's Committee.
- Students who complete the upper secondary school program and meet the conditions prescribed by the Minister of Education and Training shall be allowed to take the exam. If they pass the exam, they will be awarded the upper secondary school diploma by the head of the educational specialized agency under the provincial-level People's Committee.
Students who complete the upper secondary school program, meet the conditions for taking the exam as prescribed by the Minister of Education and Training but do not take the exam or fail the exam, will be issued a certificate of completion of the general education program by the principal of the school.
The certificate of completion of the general education program can be used to register for the exam to obtain the upper secondary school diploma when the learner desires or to pursue vocational education and be used in specific cases as prescribed by law.
- Students who have a lower secondary school diploma, pursue intermediate level at vocational institutions, after studying and passing the required upper secondary school cultural knowledge prescribed by the Minister of Education and Training, shall be given a certificate of fulfilling the required upper secondary school cultural knowledge by the head of the educational institution.
The certificate of fulfilling the required upper secondary school cultural knowledge can be used for higher levels of vocational education and in specific cases as prescribed by law.

According to point b, clause 1, Article 17 of the Regulation on Management of lower secondary school Diplomas, upper secondary school Diplomas, Intermediate Pedagogical Diplomas, College Pedagogical Diplomas, University Degrees, and Certificates of the national education system issued together with Circular 21/2019/TT-BGDDT, the duration for issuing diplomas is as follows:
Duration for issuing diplomas and certificates
- The person authorized as stipulated in clause 1, Article 15 of this Regulation is responsible for issuing diplomas to learners within the following duration:
a) 75 days from the date the decision recognizing lower secondary school and upper secondary school graduation is issued;
b) 30 days from the date the decision recognizing intermediate pedagogical and college pedagogical graduation, university graduation is issued;
c) 30 days from the date the decision recognizing and awarding the master's degree is issued;
d) 30 days from the date the decision recognizing and awarding the doctoral degree is issued.
- The person authorized as stipulated in clause 2, Article 15 of this Regulation is responsible for issuing certificates to learners no later than 30 days from the date of completion of the training, advanced education or examination for obtaining the certificate.
- While waiting for the issuance of diplomas, learners who meet the conditions for diploma issuance shall be issued a temporary graduation certificate by the education institution they attended.

03 steps for reissuance of a lower secondary school or upper secondary school diploma in Vietnam
According to clause 3, Article 18 of the Regulation on Management of lower secondary school Diplomas, upper secondary school Diplomas, Intermediate Pedagogical Diplomas, College Pedagogical Diplomas, University Degrees, and Certificates of the national education system issued together with Circular 21/2019/TT-BGDDT, the 03 steps to reissue a lower secondary school or upper secondary school diploma are as follows:
Step 1: The person requesting reissuance of the diploma shall submit directly or by mail to the competent authority a set of documents including: an application for the diploma reissuance; the diploma to be reissued; documents proving that the competent authority issued the diploma with errors.
Step 2: Within 05 working days from the date of receiving a complete valid application, the competent authority shall consider and decide on the reissuance of the diploma; if not reissued, a written response explaining the reason must be provided.
Step 3: In case the current diploma template has changed, the competent authority shall use the current template to issue the diploma to the person being reissued.
