The lower secondary school graduation diploma is a Diploma within the national education system (Article 12 of the Education Law 2019). A diploma within the national education system is issued to learners after graduation from lower secondary school.

However, as of now, there are no specific regulations defining the lower secondary school graduation diploma template.

Therefore, the lower secondary school graduation diploma template is understood as the blank lower secondary school graduation diploma that has no specific information recorded about the recipient yet.

The printing and issuance of the lower secondary school graduation diploma templates, high school graduation diplomas, and certificates of the national education system (hereinafter referred to as "certificate templates") at the Ministry of Education and Training include: printing, managing, preserving, and destroying certificate templates; the process of issuing certificate templates and the responsibilities of units and individuals involved.

To be specific: according to the provisions of Article 4 of the Regulation on managing the printing and issuance of lower secondary school and high school graduation diploma templates and certificates of the national education system at the Ministry of Education and Training, issued together with Decision 821/QD-BGDDT in 2020, as follows:

- The management of certificate templates must be strictly ensured, avoiding loss.

- Certificate templates must have security features (insurance stamps, barcodes, other marks). The Director of the Quality Management Department is responsible for selecting security features on certificate templates to ensure aesthetics, safety, and resistance to forgery. The security features for identifying certificate templates are kept by the Director of the Quality Management Department and the Head of the Diploma and Certificate Management Office to serve the purpose of security, printing, identification, and anti-counterfeiting of certificate templates.

- Certificate templates are serialized before being issued to the units receiving the certificate templates. Each certificate template has a unique serial number. The Director of the Quality Management Department stipulates the serial numbers of the certificate templates.

Based on Clause 1, Article 9 of the Regulation on managing the printing and issuance of lower secondary school and high school graduation diploma templates and certificates of the national education system at the Ministry of Education and Training, issued together with Decision 821/QD-BGDDT in 2020, as follows:

1. Address for submitting the application for issuing certificate templates: Diploma and Certificate Management Office - Quality Management Department, Ministry of Education and Training, 35 Dai Co Viet, Hai Ba Trung District, Hanoi.

Before submitting the application (either directly or via postal mail), the unit receiving the certificate templates can send a proposal letter for issuing certificate templates to the email address: capphoivbcc@moet.gov.vn; Contact phone number: 024.386.85971.

Vietnam: Will the issuance of the lower secondary school graduation diploma template be processed within the day of application?

Based on Clause 1, Article 8 of the Regulation on managing the printing and issuance of lower secondary school and high school graduation diploma templates and certificates of the national education system at the Ministry of Education and Training, issued together with Decision 821/QD-BGDDT in 2020, as follows:

Receiving and processing applications

1. Directly received applications

a) In case the application is complete as stipulated in Article 7, immediately upon receiving the application, the Diploma and Certificate Management Office shall make a certificate template issuance slip (Appendix I) for the Director's approval and transfer the task to the Center for Degree Recognition for processing the issuance of certificate templates. The person assigned to directly receive the certificate templates must present their Identity Card or Citizen Identity Card when receiving the certificate templates.

b) In case the application is incomplete, the Diploma and Certificate Management Office shall guide the unit receiving the certificate templates to complete the application for issuing the certificate templates.

Thus, according to the above provision, if the application is complete, it will be resolved immediately on the day the application is received.

Note: The person assigned to directly receive the certificate templates must present their Identity Card or Citizen Identity Card when receiving the certificate templates.

Units receiving certificate templates are encouraged to choose receiving certificate templates via postal mail.
