Based on Clause 2, Article 7 of Circular 13/2021/TT-BGDDT (amended by Clause 1, Article 1 of Circular 07/2024/TT-BGDDT) (effective from November 2, 2024), the dossier for recognizing diplomas issued by foreign educational institutions for use in Vietnam includes the following:

- A copy of the diploma or a copy of the original diploma book, along with a notarized translation into Vietnamese;

- A copy of the diploma supplement or transcript, along with a notarized translation into Vietnamese;

- A notarized copy of directly related diplomas or certificates (if any);

- Proof of study period abroad (if any): Study assignment and acceptance decisions of the labor management unit; passport, visa pages, entry and exit stamps matching the study period abroad, or other proof documents;

- Authorization document for verifying diploma information (if required by the verification unit).

What are regulations on the procedure and result for recognizing diplomas issued by foreign educational institutions for use in Vietnam from November 2, 2024?

Based on Article 7 of Circular 13/2021/TT-BGDDT (amended by Clause 1, Article 1 of Circular 07/2024/TT-BGDDT) (effective from November 2, 2024), the procedures for recognizing diplomas issued by foreign educational institutions for use in Vietnam are as follows:

Step 1: The applicant provides information about the diploma as specified in Appendix 1 of Circular 13/2021/TT-BGDDT and uploads the dossier to the online public service portal of the Ministry of Education and Training or the Department of Education and Training (hereinafter referred to as the competent authority for diploma recognition) and makes the fee payment as prescribed.

Step 2: The dossier is uploaded to the online public service portal as follows:

- In case the applicant has information and proofs for direct verification from the educational institution or the competent verification authority, they should provide these directly to the competent authority for diploma recognition and upload scanned documents as per points (a), (b) Clause 2, Article 7 of Circular 13/2021/TT-BGDDT (no need for electronic copies certification from originals); and certify electronic copies from originals for documents in points (c), (d) Clause 2, Article 7.

- In case the applicant lacks information and proof for direct verification, they should certify electronic copies from originals for the dossiers specified in points (a), (b), (c), and (d) Clause 2, Article 7, and include an authorization document for verifying diploma information (if required by the verification unit) and upload all to the online public service portal.

- If the applicant does not upload the dossier to the online public service portal, they can submit it directly or via postal service to the competent authority for diploma recognition as specified in Clause 2, Article 7.

Step 3: Within 20 working days, the competent authority for diploma recognition must return the recognition results to the applicant. If information verification from a foreign educational institution or verification unit is needed, the time limit for returning the results should not exceed 45 working days from the date of dossier receipt.

The recognition result is documented on a recognition certificate as per Appendix 2 and Appendix 3 of Circular 07/2024/TT-BGDDT.

If the diploma does not meet recognition conditions or sufficient verification cannot be obtained within the prescribed time, the competent authority must provide a written or email response to the applicant.

If the equivalence level of the diploma cannot be determined per the Vietnamese National Qualification Framework, the competent authority must provide information and recognize the diploma value according to the education system of the country where the educational institution is headquartered.

Step 4: The competent authority keeps a registry of recognition certificates, including the individual's name, date of birth, the name of the educational institution, training form, level equivalent to the Vietnamese National Qualification Framework, or level according to the education system of the foreign country, and the recognition registration number.

Higher education institutions self-evaluate diplomas for use in their training activities, compile evaluation dossiers, and archive them as per regulations.

What are the conditions for recognizing diplomas issued by foreign educational institutions in Vietnam?

Based on Article 4 of Circular 13/2021/TT-BGDDT, the conditions for recognizing diplomas issued by foreign educational institutions are:

- Diplomas from foreign educational institutions are recognized if the educational program has a duration that aligns with the structure of the national education system of Vietnam and meets one of the following conditions:

+ The educational program is accredited by a quality assurance organization from the country where the institution is headquartered.

+ The educational institution is authorized by the competent educational authority from the country where it is headquartered to deliver training and award diplomas, or it has been accredited by a quality assurance organization from that country.

- Diplomas issued by foreign educational institutions operating in countries other than where they are headquartered (including Vietnam) are recognized if the institution is authorized by the educational authorities of both countries, permitted to open branches, train or approve collaboration and joint training operations, conducts training per the license, and meets the conditions specified in Clause 1, Article 4 of Circular 13/2021/TT-BGDDT.

- Diplomas issued by foreign educational institutions for online training or blended training (direct and online) are recognized if they meet the conditions specified in point (a), Clause 1, Article 4 of Circular 13/2021/TT-BGDDT and one of the following conditions:

+ The training program is licensed for delivery in Vietnam when students reside and study in Vietnam.

+ The training program is authorized by the competent educational authority of the country where the training is conducted when students reside and study there.

- Recognition of diplomas issued by foreign educational institutions for students affected by war, natural disasters, epidemics, fires, and other force majeure situations is decided by the Minister of Education and Training.
