Regimes and policies for Youth Union and Association officers who are lecturers, teachers, and other staff concurrently undertaking Youth Union and Association work
1. Regarding the time dedicated to Youth Union and Association work:

e) For upper secondary schools, boarding ethnic schools, and continuing education centers:
- Secretaries of the Youth Union or Youth Assistants, Youth Union counselors at schools with 28 classes or more are allocated 85% of the standard teaching hours per week for Youth Union and Association work;
- Secretaries of the Youth Union or Youth Assistants, Youth Union counselors at schools with fewer than 28 classes are allocated 70% of the standard teaching hours per week for Youth Union and Association work;
- Deputy Secretaries of the Youth Union at schools with 28 classes or more are allocated 50% of the standard teaching hours per week for Youth Union and Association work;
- Deputy Secretaries of the Youth Union at schools with fewer than 28 classes are allocated 35% of the standard teaching hours per week for Youth Union and Association work.
The regulations on the number of students at points a, b, c, d, e above are applicable only to regular system students. In cases where the time limit is exceeded, Youth Union and Association officers who are lecturers or teachers are entitled to overtime policies; Youth Union and Association officers who are not lecturers or teachers are entitled to extra-time work policies.
2. Regarding allowances:
c) For upper secondary schools, boarding ethnic schools, and continuing education centers:
- Secretaries of the Youth Union, Deputy Secretaries of the Youth Union, Youth Assistants, and Presidents of the Youth Union are granted allowances equivalent to Professional Team Leaders;
- Vice Presidents of the Youth Union are granted allowances equivalent to Deputy Professional Team Leaders.

How many teaching hours reduction does a upper secondary school teacher with a child under 12 months in Vietnam receive?
Pursuant to Article 10 of the regulations on working policies for general education teachers issued with Circular 28/2009/TT-BGDDT (supplemented by Clause 10 of Article 1 Circular 15/2017/TT-BGDDT):
Teaching hour reduction regimes applicable to other subjects
- Newly recruited teachers through first-time employment contracts are entitled to a reduction of 2 periods per week.
- Female teachers with children under 12 months old are entitled to a reduction of 3 periods per week (for upper secondary school and secondary school teachers) and 4 periods per week (for primary school teachers).
2a. Female teachers at university preparatory schools with children under 12 months old are entitled to a reduction of 3 periods per week.

Pursuant to Article 6 of the regulations on working policies for general education teachers issued with Circular 28/2009/TT-BGDDT (supplemented by Clause 10 of Article 1 Circular 15/2017/TT-BGDDT):
Standard teaching hours
Standard teaching hours refer to the number of theoretical or practical periods that each teacher must teach within a week. To be specific:
1. The standard teaching hours for primary school teachers is 23 periods, for secondary school teachers is 19 periods, and for upper secondary school teachers is 17 periods;
2a. The standard teaching hours for teachers at university preparatory schools is 12 periods.
- The standard teaching hours for teachers at boarding ethnic schools is 17 periods at the secondary level, 15 periods at the upper secondary school level;
The standard teaching hours for teachers at semi-boarding ethnic schools is 21 periods at the primary level, 17 periods at the secondary level;
The standard teaching hours for teachers at schools or classes for the disabled and handicapped is 21 periods for primary level teachers, 17 periods for secondary level teachers.
- Teachers serving as Team Leaders of the Ho Chi Minh Young Pioneer Organization at type I schools teach 2 periods per week, type II schools teach 1/3 of the standard teaching hours, type III schools teach 1/2 of the standard teaching hours for teachers at the same educational level. The classification of general education schools follows current regulations.
Thus, the standard teaching hours for upper secondary school teachers is 17 periods.
