How many teaching periods does a upper secondary school teacher have per week?
Based on Article 6 of the Regulations on Working Policies for Public School Teachers issued along with Circular 28/2009/TT-BGDDT:
Teaching Periods Quota
The teaching periods quota is the number of theory or practical periods each teacher must teach in a week. To be specific:
1. The teaching periods quota for primary school teachers is 23 periods, for lower secondary school teachers is 19 periods, and for upper secondary school teachers is 17 periods;
2. The teaching periods quota for teachers at ethnic boarding schools is 17 periods at the lower secondary school level, 15 periods at the upper secondary school level;
The teaching periods quota for teachers at ethnic semi-boarding schools is 21 periods at the elementary level, 17 periods at the lower secondary school level;
The teaching periods quota for teachers at schools or classes for disabled or handicapped students is 21 periods for primary school teachers, and 17 periods for lower secondary school teachers.
3. Teachers acting as Head of the Ho Chi Minh Young Pioneers team in type I schools teach 2 periods per week, in type II schools teach 1/3 of the teaching periods quota, in type III schools teach 1/2 of the teaching periods quota for teachers of the same educational level. The categorization of public schools follows current regulations.
Thus, according to the regulations, upper secondary school teachers teach 17 periods per week. Teachers at ethnic boarding upper secondary schools teach 15 periods per week.

Can teachers in Vietnam concurrently hold four positions at the same time?
According to Clause 5, Article 9 of the Regulations on Working Policies for Public School Teachers issued along with Circular 28/2009/TT-BGDDT:
Policies for Reducing Teaching Periods Quota for Teachers Concurrently Holding Positions in the Communist Party, Union Groups, and Other Organizations within Schools

5. To ensure the quality of teaching and work, each teacher should not concurrently hold more than 2 positions and will enjoy policies for reducing the teaching periods quota of the position with the highest reduction.
Thus, according to the above regulation, a teacher can only concurrently hold up to 2 positions.
Hence, a teacher cannot concurrently hold four positions at the same time.
How many teaching periods are reduced for upper secondary school teachers concurrently holding positions at ethnic boarding schools in Vietnam?
According to Article 8 of the Regulations on Working Policies for Public School Teachers issued along with Circular 28/2009/TT-BGDDT (supplemented by Clause 8, Article 1 of Circular 15/2017/TT-BGDDT):
Policies for Reducing Teaching Periods Quota for Teachers Concurrently Holding Professional Positions
1. Class teachers at the elementary level are reduced by 3 periods/week, at the middle and upper secondary school levels are reduced by 4 periods/week.
2. Class teachers at ethnic boarding middle and upper secondary schools are reduced by 4 periods/week. Class teachers at specialized, semi-boarding schools are reduced by 4 periods/week. Class teachers at schools or classes for disabled or handicapped students are reduced by 3 periods/week.

3. Teachers concurrently in charge of specialized classrooms are reduced by 3 periods/subject/week.
4. Teachers concurrently in charge of school-wide activities, sports, school gardens, workshops, equipment rooms, libraries (if these tasks do not have dedicated staff) are reduced from 2-3 periods/week depending on the workload as decided by the principal.
5. Subject department heads are reduced by 3 periods/week.

5b. Teachers concurrently serving as heads of functional departments in university preparatory schools are reduced by 3 periods/week;

Additionally, Article 9 of the Regulations on Working Policies for Public School Teachers issued along with Circular 28/2009/TT-BGDDT (amended by Clause 9, Article 1 of Circular 15/2017/TT-BGDDT), the regulations on reducing the teaching periods quota for teachers concurrently holding positions in the Communist Party, unions, and other organizations within schools are as follows:

1. Teachers concurrently serving as party secretary, cell head (where no party committee is established) at type I schools are reduced by 4 periods/week, at other types of schools are reduced by 3 periods/week.”
1a. Teachers concurrently holding positions in trade unions are to follow the regulations in Circular No. 08/2016/TT-BGDDT dated March 28, 2016, by the Minister of Education and Training on the policies for reducing the teaching hours for teachers, lecturers concurrently holding union positions in public educational institutions within the national education system.
2. Teachers concurrently holding positions as secretary, deputy secretary of the union at the school level are entitled to policies according to Decision No. 13/2013/QD-TTg dated February 6, 2013, of the Prime Minister of the Government of Vietnam on policies for members of the Ho Chi Minh Communist Youth Union, Vietnam Student Association in educational institutions and vocational education institutions.
3. Teachers concurrently serving as the president of the school council, secretary of the school council are reduced by 2 periods/week.
4. Teachers concurrently heading the school's inspectorate committee are reduced by 2 periods/week.
