What are goals of upper secondary education in Vietnam?

Based on Clause 4, Article 29 of the Education Law 2019, the goal of upper secondary education is to equip citizens with knowledge; ensure students consolidate and develop the results of lower secondary education, complete general education, and have general knowledge about techniques and career orientation; provide conditions to develop individual abilities to choose their development path, continue higher education programs, vocational education, or participate in labor, construction, and protection of the nation.

What are the regulations on general education textbooks in Vietnam?

Based on Article 32 of the Education Law 2019, general education textbooks are regulated as follows:

- Textbooks implement the general education curriculum, specify the requirements of the general education curriculum regarding objectives, educational content, requirements for students' qualities and capacities; provide orientation on teaching methods and methods of testing and evaluating educational quality; textbook content and form do not exhibit prejudice based on ethnicity, religion, profession, gender, age, and social status; textbooks are available in printed books, Braille books, and electronic books;

- Each subject has one or several textbooks; facilitates private investment in textbook compilation; textbook publishing is carried out according to legal regulations;

- The provincial People's Committee decides on the selection of textbooks for stable use in general education institutions in the locality according to the regulations of the Minister of Education and Training;

- Local education materials are compiled by the provincial People's Committee to meet local needs and suit local characteristics, evaluated by the provincial appraisal council, and approved by the Minister of Education and Training.

- The national textbook appraisal council is established by the Minister of Education and Training for each subject, educational activity at each educational level to appraise textbooks.

The council consists of educators, education managers, scientists with experience and reputation in education, and representatives of relevant agencies and organizations. The council must have at least one-third of the total members who are teachers teaching at the corresponding educational level. The council and its members are responsible for the content and quality of appraisal.

- The Minister of Education and Training:

+ Is responsible for general education textbooks;

+ Approves textbooks for use in general education institutions after being appraised by the national textbook appraisal council;

+ Prescribes the standards, compilation, and revision processes of general education textbooks;

+ Regulates the selection of textbooks in general education institutions; prescribes the duties, powers, methods of operation, standards, number, and structure of members of the national textbook appraisal council and the provincial appraisal council.

- The chairman of the provincial People's Committee decides on the establishment of the provincial appraisal council to appraise local education materials.
