Is there an implementation plan for training and refresher training for preschool teachers and administrators in Vietnam for the period 2018-2025 yet?

On August 13, 2024, the Minister of the Ministry of Education and Training issued Decision 2130/QD-BGDDT of 2024 approving the Plan to implement the tasks of the project "Training and Development of Preschool Teachers and Education Management Staff for the 2018-2025 period" for 2025 (the Plan).

Goals and requirements of the Plan are as follows:

(1) Goals

To effectively implement the activities of Scheme 33 in 2025 by the units assigned tasks according to the regulations of Scheme 33 and Decision No. 1350, ensuring timely progress and quality according to the objectives of Scheme 33 for the 2018-2025 period, enhancing the capacity of preschool education school teachers (GV) and education management staff (CBQL); the staff of lecturers and managers at training and development institutions for preschool education GVMN, contributing to the fundamental and comprehensive renovation of education and training.

(2) Requirements

To consolidate, maintain, and strengthen resources to enhance and improve the quality of achieved and surpassed indicators. Strive to complete and surpass the unmet indicators for the 2018-2025 period summary of Scheme 33.

Complete the tasks and indicators of Scheme 33 for the 2018-2025 period by 2025.

Ensure that the implementation of Scheme 33 is planned, measurable, and the indicators of the Scheme are assessable.

Enhance the work of inspection, evaluation, and synthesis of the results of the implementation of Scheme 33 for the 2018-2025 period, reporting to the Prime Minister of Vietnam in 2025 according to regulations, and promoting communication to create consensus and support within the sector and society.

Ensure close coordination between ministries, agencies, management levels, and units during the implementation process to achieve the objectives of the Scheme.

What are the implementation contents for training and refresher training for preschool teachers and education management staff for the 2018-2025 period?

The contents of the implementation for the training and development of preschool teachers and education management staff for the 2018-2025 period are stipulated in the Appendix of the Plan issued with Decision 2130/QD-BGDDT of 2024 as follows:

(1) General Tasks:

Management work, guidance, inspection, evaluation, and summary of the implementation of the Scheme “Training and Development of Preschool Teachers and Education Management Staff for the 2018-2025 period” in 2025.

(2) Innovate communication activities, the management of training and development activities for preschool teachers and education management staff

Review, evaluate, and classify the team of teachers and managers of preschool educational institutions to develop an annual training and development plan.

(3) Innovating the training work for preschool teachers, improving the quality of training for teachers and managers of preschool educational institutions

- Review, research, and develop a summary report on the implementation of task number 16: "Building a team of core teachers and managers of preschool educational institutions based on new approaches to the functions and tasks of the core team and enhancing their capacity to use technology, exploit and use technological equipment in organizing and managing activities for child care and education, and peer training."

- Conference summarizing task 18: "Promoting the implementation of autonomous mechanisms, especially financial autonomy in the development of preschool practice school systems; forming a network linking preschool teacher training practice schools for students to practice pedagogical skills."

- National workshop on training and development of lecturers specializing in preschool education and summarizing task Scheme 33 for the 2018-2025 period.

- Maintain activities and enhance the capacity of preschool education research groups with a focus on international publications.

- Training workshop on "Enhancing the capacity to apply educational technology in teaching for lecturers at higher education institutions training preschool teachers."

How do the Departments of Education and Training organize the implementation of the Plan in Vietnam?

Based on Section 4 of the Plan issued with Decision 2130/QD-BGDDT of 2024, the Departments of Education and Training organize the implementation of the Plan:

Advise the provincial/city People's Committee on building the Plan and organizing the implementation of the tasks of Scheme 33 to be completed in 2025 in localities to consolidate, maintain and strengthen resources, thereby improving and enhancing the quality of achieved and surpassed indicators.

Strive to complete and surpass the unmet indicators for the 2018-2025 period summary of Scheme 33; cooperate with the units assigned tasks in implementing Scheme 33 in 2025 according to Decision No. 1350; enhance inspection and evaluation work, organizing the summary of the Scheme 33 implementation for the 2018-2025 period, and reporting to the Ministry of Education and Training.
