The preschool education program reflects educational viewpoints and objectives (general objectives and objectives for each age group, including toddlers and preschoolers), requirements for each age according to developmental areas, requirements for educational activities, educational methods, forms of organizing educational activities, educational environment, evaluation of child development, and conditions to ensure the quality implementation of the preschool education program.

2. The preschool education program includes the toddler program and the preschool program, which are used uniformly across the country and are implemented flexibly to suit the specific conditions of localities and preschool education facilities.

What are principles of compiling the preschool education program in Vietnam?

According to Article 3 of Circular 49/2020/TT-BGDDT, the compiling of preschool education program must ensure the following principles:

- Adhere to the guidelines and viewpoints of the Communist Party and comply with the Constitution and the law; ensuring consistency between the issuance of the program and related regulations.

- Ensure scientific accuracy; harmonize protection, care, nurturing, and education of children; uniformly implement nationwide while ensuring appropriate development according to the practical conditions of preschool education facilities, localities, and regions.

- Ensure the concentric development and continuity among age groups, developmental areas, and linkage with the general education program.

- Inherit the advantages of the current program while selectively referencing and absorbing experiences from countries with developed education systems; meet the requirements for international integration.

What are standards of the preschool education program in Vietnam?

According to Article 3 of Circular 49/2020/TT-BGDDT, the standards of the preschool education program are stipulated as follows:

- The viewpoint of compiling the preschool education program follows the regulations of the Education Law 2019 and the directives from the Communist Party and the State on the renewal of the preschool education program.

- The objectives of the preschool education program must ensure the comprehensive development of preschool children in physical, emotional, intellectual, aesthetic, and linguistic aspects, forming the initial elements of personality, preparing children for first grade.

- The content of the preschool education program must ensure core requirements applicable to all children while also providing opportunities for children to access educational content that meets diverse educational needs, appropriate to the local socio-economic development, and individual schools to enhance educational quality; ensuring the achievement of preschool education objectives without social prejudices regarding gender, ethnicity, religion, profession, age, or social status; and appropriate to the psychological development of children.

- Methods of care, nurturing, and education in the toddler program must facilitate active engagements, play, and emotional interactions with adults; stimulate the development of senses, emotions, and psychological functions. In preschool, methods must allow children to play, experience, explore their surroundings in various forms, meeting the needs and interests of children.

- The requirements for children at the end of each age stage must concretize the program objectives, ensuring scientific accuracy, suitable to the psychological characteristics of children.

- The duration of the preschool education program must be designed suitable to the economic, cultural, and social conditions of Vietnam.

- The preschool education program must provide guidelines on educational activities, forms of organizing educational activities, educational environments, and evaluation of child development.

- The preschool education program must specify conditions to ensure the quality implementation by preschool education facilities, including: school organization and management; administrative staff, teachers, and employees; facilities, educational equipment, toys, learning materials, and documents; coordination between preschool education facilities and families and communities.

- There must be regulations on developing school education programs associated with the culture and practical conditions of preschool education facilities and localities.

- Key terms (if any) must be explained; the formatting and technical presentation must comply with current regulations.
