What are the enrollment priority policies for disabled people in Vietnam?
Based on Clause 2, Article 2 of Joint Circular 42/2013/TTLT-BGDDT-BLDTBXH-BTC, the enrollment priority policies for disabled people are as follows:
- For middle schools and high schools
disabled people enjoy direct admission to high school similarly to students from ethnic boarding schools and students from very small ethnic minorities as specified in the Admission Regulations for middle schools and high schools issued by the Ministry of Education and Training;
- For vocational secondary schools
disabled people are directly admitted to vocational secondary schools according to the Admission Regulations for vocational secondary schools issued by the Ministry of Education and Training. Principals of vocational secondary schools or schools with vocational secondary training bases admission on the student's academic results (report cards), health condition, and the requirements of the training sector to consider and decide direct admission.
- For universities and colleges
Persons with severe disabilities are directly admitted to universities and colleges. Principals of the institutions base admission on the student's academic results in high school (report cards), health condition, and the requirements of the training sector to consider and decide direct admission.
Persons with major disabilities enjoy priority policies when registering for admission to universities and colleges, as specified in the Admission Regulations for full-time universities and colleges issued by the Ministry of Education and Training.
What are the exemption and reduction policies for certain subjects, courses, or educational activities in the education program for disabled people in Vietnam?
Based on Article 3 of Joint Circular 42/2013/TTLT-BGDDT-BLDTBXH-BTC, the exemption and reduction policies for certain subjects, courses, or educational activities in the education program for disabled people are as follows:
- disabled people studying under the inclusive education method study according to the general education program.
In cases where disabled people cannot meet the requirements of the general education program, the head of the educational institution decides to adjust, exempt, reduce, or substitute certain subjects or educational activities to suit the individual education plan.
- disabled people studying under the specialized education method at specialized educational institutions or specialized classes in educational institutions study according to the specialized education program set by the Ministry of Education and Training for each type of disability.
In cases where disabled people cannot meet the requirements of the specialized education program, the head of the educational institution decides to adjust, exempt, reduce, or substitute certain subjects, courses, or educational activities to suit the individual education plan.
What are the scholarship and support policies for learning aids and tools for disabled people in Vietnam?
Based on Article 7 of Joint Circular 42/2013/TTLT-BGDDT-BLDTBXH-BTC, the scholarship and support policies for learning aids and tools for disabled people are as follows:
- disabled people from poor households, near-poor households attending educational institutions are entitled to a scholarship each month equivalent to 80% of the statutory pay rate according to the regulations of the Government of Vietnam at different times.
disabled people who are eligible for policies and are studying at higher education institutions, vocational secondary schools will receive a scholarship for 10 months/school year; those who are eligible and studying at preschool, primary education institutions, continuous education centers, specialized schools, and support centers for inclusive education development will receive a scholarship for 9 months/school year.
This policy is not applicable to disabled people who have already benefited from scholarship policies as per Decision 152/2007/QD-TTg issued in 2007 (expired).
- disabled people from poor households, near-poor households attending educational institutions are provided financial support to purchase learning aids and tools with a rate of 1,000,000 VND/person/school year.
disabled people who are entitled to support policies for learning aids and tools and are simultaneously eligible for multiple support policies for learning aids and tools will only receive the highest support policy.
- Public educational institutions with students with disabilities are supported by the State with funding to purchase books, learning materials, and specific learning tools for common use, ensuring a minimum level.
Each year, at the time of budgeting for the next fiscal year, educational institutions, based on the number of students with disabilities and the types of disabilities, will develop a purchase plan (learning materials, specific learning tools for common use) and a detailed cost estimate to submit to their managing agencies for approval and summarization to send to the financial authority for review and approval.
Based on the approved budget and the actual characteristics of the educational institution, the head of the educational institution will carry out the purchase in accordance with the regulations.
