Four Assessment Levels for Primary School Students in Vietnam for the 2024-2025 School Year According to Circular 27/2020/TT-BGDDT
Based on Article 9 of the Primary School Student Assessment Regulations issued with Circular 27/2020/TT-BGDDT, there are 4 assessment levels for primary school students in the 2024-2025 school year as follows:
- Outstanding Completion: Students with evaluation results of subjects and educational activities reaching "Good Completion"; qualities and competencies reaching "Good"; end-of-year periodic exams in subjects scoring 9 or above.
- Good Completion: Students who do not achieve Outstanding Completion but have evaluation results of subjects and educational activities reaching "Good Completion"; qualities and competencies reaching "Good"; end-of-year periodic exams in subjects scoring 7 or above.
- Completion: Students who do not achieve Outstanding Completion and Good Completion but have evaluation results of subjects and educational activities reaching "Good Completion" or "Completion"; qualities and competencies reaching "Good" or "Satisfactory"; end-of-year periodic exams in subjects scoring 5 or above.
- Incomplete: Students who do not meet any of the above criteria.

Purposes of assessing primary school students in Vietnam
Based on Article 3 of the Primary School Student Assessment Regulations issued with Circular 27/2020/TT-BGDDT, the assessment purposes are regulated as follows:
Purpose of assessment
The purposes of assessment are to provide accurate and timely information to determine learning achievements and training in response to the requirements of the primary education program and the progress of students to guide learning activities and adjust teaching activities to improve education quality. To be specific:
To help teachers adjust and innovate the organization, methods of education during teaching; promptly recognize students' efforts and progress to encourage them and identify difficulties students cannot overcome on their own to guide and support them to improve learning and training quality; contributing to achieving primary education objectives.
To help students develop self-assessment abilities, participate in assessments; learn independently, adjust their learning methods; communicate and cooperate to stimulate interest in learning and trainin to make progress.
To help parents or guardians (hereinafter referred to as parents) participate in the assessment of the learning, training process, and the formation and development of students' qualities and competencies; actively cooperate with schools in educational activities for students.
To help educational administrators at all levels promptly direct educational activities, innovate teaching methods, and assessment methods to achieve educational effectiveness.
To help social organizations access accurate and objective information, enhance social resources for educational development investment.
Thus, the purpose of assessing primary school students is to provide accurate, timely information to determine learning achievements and training according to the primary education program and the progress of students to guide learning activities and adjust teaching activities to improve education quality.
Requirements for assessing primary school students in Vietnam
Based on Article 4 of the Primary School Student Assessment Regulations issued with Circular 27/2020/TT-BGDDT, the following requirements must be met when assessing primary school students:
- Assess students through evaluating the extent to which requirements are met and specific manifestations of the components of each subject, educational activity, and the apparent qualities and competencies of students according to the primary education program.
- Conduct regular assessments through commentary, periodic assessments through scores combined with commentary; combine the assessments of teachers, students, and parents, with the teacher's assessment being the most important.
- Assess students' progress and for their progress; emphasize encouraging, motivating their efforts in learning and training; help students maximize their abilities and competencies; ensure timely, fair, and objective assessments; do not compare students with each other; do not create pressure on students, teachers, and parents.
