What are the requirements for programmes of general education in Vietnam?

Pursuant to Article 1 of Article 31 of the Education Law 2019, the requirements for programmes of general education in Vietnam are as follows:

- Reflect the objectives of general education;

- Concretize the requirements on the outcomes of students’ quality and capacity after each educational level and on the educational contents compulsory to all students throughout the country;

- Concretize the requirements on the methods and forms of organizing educational activities and on the evaluation of educational outcomes for subjects of each class and educational level of general education.

- Be consistent throughout the country and implemented flexibly, suitable with specific conditions of localities and institutions of general education;

- Be open to feedbacks from organisations and individuals and undergo a pilot implementation before promulgation; be publicly announced after promulgation.

What are the perspectives on developing the applicable general education program in Vietnam?

Under Section 1 of the general education program issued together with Circular 32/2018/TT-BGDDT, the perspectives on developing the applicable general education program in Vietnam are regulated as follows:

- The general education program is a document that reflects the objectives of general education, prescribes the required qualities and capabilities of students, educational content, educational methods, and methods for evaluating educational outcomes, serving as a basis for managing the quality of general education; it is also a commitment of the State to ensure the quality of both the system and each general education institution.

- The general education program is developed based on the viewpoints of the Communist Party of Vietnam and the State regarding fundamental and comprehensive innovation in education and training; it inherits and develops the advantages of Vietnam's existing general education programs while absorbing achievements in educational science research and experiences of developing competency-based curricula of advanced educational systems worldwide;

- The general education program is connected with the developmental needs of the country, the progress of science - technology and society; it is compatible with the characteristics of the Vietnamese people, culture, national traditions, and shared human values as well as UNESCO's general initiatives and development orientations for education; it creates equal opportunities for the rights to protection, care, study, and development, the right to be heard, respected, and to participate for students; it lays the foundation for a humane, sustainable, and prosperous society.

- The general education program ensures the development of learners' qualities and capabilities through educational content with basic, practical, modern knowledge and skills; integrates moral, intellectual, physical, and aesthetic education; emphasizes practice and the application of knowledge and skills learned to solve problems in study and life; is highly integrative in lower grades, gradually differentiated in higher grades; through educational methods and organizational forms, it promotes the initiative and potential of each student, with assessment methods appropriate to the educational objectives and methods to achieve those objectives.

- The general education program ensures a close connection between grades and levels, and integration with the preschool education program, vocational education program, and higher education program.

- The general education program is developed in an open direction, specifically:

+ The program ensures unified orientations and core, compulsory educational content for students nationwide while granting autonomy and responsibility to localities and schools in selecting, supplementing certain educational content, and implementing educational plans suitable for the educational subjects and conditions of localities and schools, contributing to connecting school activities with family, government, and society.

+ The program only prescribes general principles and orientations regarding the qualities and capabilities students need to achieve, educational content, educational methods, and evaluation of educational outcomes, without being overly detailed, to provide conditions for textbook authors and teachers to promote initiative and creativity in program implementation.

+ The program ensures stability and development capacity during implementation to suit scientific and technological advances and practical requirements.
