According to the National Centre for Hydro - Meteorological Forecasting, the cold air mass has affected the Northern region, and due to the strong intensity of the cold air, Hanoi will experience severe cold days. To ensure health and prevent cold for students, the Department of Education and Training requests the Heads of the Education and Training Divisions of districts, district-level towns; Heads of units, schools; Directors of vocational education - continuing education centers (GDNN-GDTX) to effectively implement the following:
1. Regularly monitor outdoor temperature information in Hanoi during periods of intense and harsh cold, broadcast on the Vietnam Television Weather Forecast (VTV1); Hanoi Radio and Television Station (H1 channel) at 6 a.m. daily. Based on this information, the Head of the District Education and Training Department, heads of units, schools, and educational institutions shall proactively adjust school hours or allow students to leave school.
- Preschool and primary school students may leave school when the outdoor temperature is below 10°C.
- Lower secondary school students may leave school when the outdoor temperature is below 7°C.
2. Inspect and promptly repair the doors of classrooms, functional rooms, boarding rooms, dining areas, etc., to prevent drafts, ensure sufficient lighting, and maintain warmth for students. For schools offering boarding services, special attention is needed to ensure hot meals, drinks, and adequately warm lunch resting areas. For preschool classes or groups, ensure warm water is available for children's care and service.
3. Do not organize outdoor gathering activities for students during severe cold days; schools and educational institutions should coordinate with parents to remind students to dress warmly; schools should not require students to wear uniforms on cold days.
4. During severe cold days, based on local weather conditions, adjust school times so that students do not have to arrive too early. If students arrive late due to weather conditions, flexible solutions should be applied to allow them to attend school.
