What are the requirements for students regarding the integrated national defense and security education content in Vietnam?

Under Article 5 of Circular 08/2024/TT-BGDDT, the requirements for students regarding the integrated national defense and security education contents in Vietnam are as follows:

(1) General requirements

- Required traits

Form and develop students' traits such as patriotism, compassion, honesty, responsibility, diligence; awareness, and responsibility of citizens in building and protecting the Socialist Republic of Vietnam.

- Required competencies

Form and develop students's competencies for autonomy, self-learning; communication and cooperation; and problem-solving through specific competencies: simple awareness of national defense and security; and applying the knowledge and skills learned into life.

(2) Specific requirements

- Primary school students

+ Form awareness of love for the homeland, gratitude to those who contributed to the revolution and the country; loving, caring for family members; respecting teachers, cherishing and helping friends.

+ Practice discipline, spirit of solidarity, moral cultivation, and serious demeanor in learning, labor, and daily activities.

+ Be conscientious in observing order, maintaining hygiene, and physical training; voluntarily adhere strictly to school rules and legal regulations.

- Lower secondary school students

+ Understand the tradition of fighting invaders throughout the history of national establishment and defense; the tradition of the Vietnam People's Army, Vietnam People's Public Security, and Militia and Self-Defense Forces; territorial, maritime, island, and national border sovereignty; fundamental content of the people's movement to protect national security.

+ Form simple awareness of national defense and security, responsibility of students to the task of defending the Fatherland and maintaining social security, order, and safety.

+ Develop national pride, a love for the Fatherland and fellow citizens, a sense of discipline, solidarity, and voluntary compliance with legal regulations.

What are the responsibilities of the Departments of Education and Training, Divisions of Education and Training, primary schools and lower secondary schools in integrating defense and security education content?

Under Article 25 of Circular 08/2024/TT-BGDDT, the responsibilities of the Departments of Education and Training, Divisions of Education and Training, primary schools and lower secondary schools in integrating defense and security education content are as follows:

(1) Responsibilities of the Departments of Education and Training

- Advise the Chairman of the People's Committee of provinces and centrally-run cities to ensure funding sources and direct the education sector to effectively integrate defense and security education contents in primary and lower secondary schools.

- Direct and guide the Divisions of Education and Training, primary schools, and lower secondary schools to effectively integrate defense and security education contents for students as per the circular’s regulations.

- Organize training for teachers on the content, methods, and forms of integrating defense and security education contents.

- Monitor and evaluate the implementation of defense and security education integration in primary and lower secondary schools.

- Ensure primary and lower secondary schools fully comply with regulations and standards related to the content, methods of integrating defense and security education content in educational activities.

- Evaluate and report on the implementation of this Circular; reward, propose competent authorities to reward collectives and individuals with outstanding achievements, and handle, propose competent authorities to discipline collectives and individuals violating the laws.

(2) Responsibilities of Divisions of Education and Training

- Direct primary and lower secondary schools to develop plans, implement teaching integration of defense and security education contents according to guidance from the Department of Education and Training suitable to the conditions of each locality and school; direct primary and lower secondary schools to guide students in participating in local propaganda, education, and legal education activities on defense and security.

- Inspect and supervise the integration of defense and security education content in primary and lower secondary schools.

- Evaluate and report on the implementation of this Circular; reward, suggest competent authorities reward collectives and individuals with outstanding achievements in integrating defense and security education contents; discipline, propose competent authorities discipline collectives and individuals violating the laws.

(3) Responsibilities of Primary Schools and Lower Secondary Schools

- Develop and implement plans to integrate defense and security education contents in teaching according to guidance from the Department of Education and Training, Division of Education and Training ensuring appropriateness to conditions of each locality and school.

- Organize propaganda, legal education; knowledge and skills on defense and security for staff, teachers, and students.

- Make full use of available facilities, plan investment, and supplement facilities, equipment needed for teaching as per regulations, required models, tools issued by competent authorities, and educational materials related to defense and security knowledge and skills.

- Ensure absolute safety in teaching, learning, and integrating defense and security education activities.

- Evaluate and report on the implementation of this Circular; reward, propose competent authorities to reward collectives and individuals with outstanding achievements in integrating defense and security education contents; handle and propose disciplinary actions for collectives and individuals violating laws.
