The Central Department of Propaganda and Education is an advisory and assisting agency of the Central Committee of the Communist Party of Vietnam, directly and regularly under the Politburo and the Secretariat in the construction of the Communist Party of Vietnam in terms of politics, ideology, and ethics; concerning the Party's guidelines and directions in the fields of:

- Propaganda, political theory, protection of the ideological foundation of the Communist Party of Vietnam, history of the Communist Party of Vietnam, press, publication, culture, arts, external information, science, technology, environment, education, training, vocational training, health, physical training, sports, population, family, children... (hereinafter collectively referred to as the field of propaganda);

- At the same time, it is a professional-specialized agency concerning the Communist Party of Vietnam's propaganda and education work.

Under point d, Clause 1, Article 2 of Decision 88-QD/TW of 2022, the duties of the Central Department of Propaganda and Education in Vietnam are stipulated as follows:

Duties and Powers

1. Research and Advise

a) Lead, research, provide advice on the Communist Party of Vietnam's guidelines, directions, duties, and solutions in the field of propaganda; participate in drafting resolutions for the Communist Party of Vietnam Congress.

b) Lead, coordinate to assist the Central Committee of the Communist Party of Vietnam, the Politburo, and the Secretariat in building resolutions, directives, conclusions; concretize the Party Platforms, resolutions, directives, conclusions of the Communist Party of Vietnam; research and develop political theories, summarize practices, and research projects in the field of propaganda. Provide opinions to state agencies in institutionalizing and implementing resolutions, directives, conclusions of the Communist Party of Vietnam in the field of propaganda.

c) Research the ideological situation in the Communist Party of Vietnam, in society, propose directions, duties, content, and solutions for building and rectifying the Communist Party of Vietnam and political system concerning politics, ideology, ethics.

d) Advise on propaganda and education work, education, studying and following the ideology, ethics, and style of Ho Chi Minh; propaganda, education to raise awareness about studying, researching the meaning, role, importance, necessity of studying, researching, and creatively applying and developing Marxism-Leninism and Ho Chi Minh's Thought.

đ) Lead and coordinate research and analyze conspiracies, schemes and misguided, hostile viewpoints against the Communist Party of Vietnam, State, policies; promptly propose measures and direct the fight to protect the ideological foundation of the Communist Party of Vietnam, counter hostile and wrong viewpoints; fight against manifestations of degeneration in political ideology, ethics, lifestyle, and manifestations of "self-evolution", "self-transformation" internally. Lead and coordinate the unified content of fighting against wrong, hostile points in the fields of political theory, ideology - culture, and literature - arts.
