Specifically, in Article 4 of the Regulation promulgated together with Decision 47/QD-HDDPTN in 2023, stipulating the working regime of the Central Highlands Coordinating Council as follows:

- The Regional Coordinating Council shall work in a collective manner, discuss and exchange ideas to reach an agreement for the common interests of the Region, and uphold the individual responsibility of the head; The Chairman of the Council has the final opinion.

- The Regional Coordinating Council meets regularly once a year; When necessary, ad hoc meetings can be held. The venue and method of the meeting of the Council shall be decided by the Chairman of the Council. The Chairman of the Regional Coordinating Council invites the Secretary of the Central Highlands Provincial Party Committee to participate in the meetings of the Regional Coordinating Council.

Representatives of relevant agencies, organizations, and individuals may be invited to attend meetings of the Council when necessary.

- The Chairman of the Regional Coordinating Council shall preside over the activities of the Council, convene and chair the meetings of the Council. For urgent issues, the Chairman of the Council collects the opinions of the members in writing.

- Periodically before December 31 of each year, the Regional Coordinating Council shall report to the Prime Minister the results of the Council's activities in the year.

Tasks and powers of the Central Highlands Coordinating Council in Vietnam

The Central Highlands Coordinating Council has the following tasks and powers in Vietnam:

- Research and propose to the Prime Minister directions, solutions, mechanisms, and policies to implement the objectives and tasks in Resolution 23-NQ/TW in 2022 on the direction of socio-economic development and assurance of national defense and security in the Central Highlands until 2030, with a vision to 2045;

Assist the Prime Minister in directing, regulating, coordinating, urging, and guiding the implementation of goals, tasks, programs, projects, and regional linkage activities, ensuring synchronous, consistent, and effective implementation, in accordance with the provisions of law and the planning approved by the competent authority.

- Coordinating activities of formulation, adjustment, and implementation of national planning, regional planning, and provincial planning in the region in the period of 2021–2030, with a vision to 2050.

- Research and propose institutions, mechanisms, and policies for sustainable development in the Central Highlands, promoting regional and sub-regional linkages, and ensuring that regulations, mechanisms, and policies on regional and sub-regional linkages are implemented synchronously, consistently, effectively, and with discipline.

- Organize investment promotion activities, mobilize resources, and attract investment; coordinate the use of public investment capital to direct and lead non-state investment resources (FDI, corporate capital, and private capital), promote investment under the mode of public-private partnership (PPP) in developing strategic, urgent, and important infrastructure of the region.

- Coordinate activities for the synchronous development of the socio-economic infrastructure system, in which priority is given to the transport infrastructure system. Research on the formation of a regional infrastructure development fund.

- Guide and support localities in the region to solve inter-provincial and city-related issues that are not within their jurisdiction.

- Coordinate with other regions in socio-economic development cooperation between regions.

- Perform the tasks of coordinating joint activities at regional and sub-regional levels, with specific characteristics of the region (from two localities or more) in accordance with the law assigned by the Prime Minister.

- Coordinate central ministries and branches in coordinating the use of labor, supporting job introduction, cooperating in arranging labor resources, and handling labor disputes (if any).

- Promote and support the formation and development of business associations, industry associations, alliances, and cooperative alliances in the whole region.

- Decide on the use of financial and other resources assigned to perform the functions, tasks, and powers of the Regional Council.

- Other tasks and powers assigned by the Prime Minister in accordance with law.
