Regarding this issue, LawNet would like to answer as follows:

1. Time and duration of land statistics in Vietnam

The time and duration of land statistics according to Article 5 of Circular 27/2018/TT-BTNMT are as follows:

- The time for annual land statistics is calculated until the end of December 31 of each year (except for the year in which the land inventory is conducted).

- Implementation time and time of submitting annual land statistics reports are prescribed as follows:

+ People's Committees of communes, wards, and towns (hereinafter referred to as commune-level People's Committees) will be implemented on November 15 every year (During the implementation period, we must continue to synthesize all cases of land changes until December 31);

Complete and submit the results report to the People's Committee of the district, town, or provincial city (hereinafter referred to as the District People's Committee) before January 16 of the following year;

+ The district-level People's Committee completes and submits the results report to the People's Committee of the province or centrally run city (hereinafter referred to as the Provincial People's Committee) before February 1 of the following year;

+ The Provincial People's Committee completes and submits the results report to the Ministry of Natural Resources and Environment before February 16 of the following year;

+ The Ministry of Natural Resources and Environment completes and reports the results to the Prime Minister before March 16 of the following year;

+ Implementation time specified in Points b and c, Clause 2, Article 5 of Circular 27/2018/TT-BTNMT: if the Lunar New Year holiday coincides, the submission of the results report will be delayed by the number of days of the Lunar New Year holiday according to regulations.

2. Time and duration of land inventory and mapping of current land use status

The time and duration of land inventory and mapping of current land use status according to Article 6 of Circular 27/2018/TT-BTNMT are as follows:

- The time of land inventory and mapping of current land use status every 05 years is calculated until the end of December 31 of the year with the last digits 4 and 9.

- Implementation time and time for submitting reports on land inventory results and making land use status maps every 05 years are prescribed as follows:

+ Commune-level People's Committees will carry out the implementation from August 1 of the inventory year (during the implementation period, they must continue to synthesize land change cases until December 31); Complete and submit the results report to the district-level People's Committee before January 16 of the following year;

+ The District People's Committee completes and submits the results report to the Provincial People's Committee before March 1 of the following year;

+ The Provincial People's Committee completes and submits the results report to the Ministry of Natural Resources and Environment before April 16 of the following year;

+ The Ministry of Natural Resources and Environment completes and reports the results to the Prime Minister before June 16 of the following year;

+ Implementation time specified in Points b and c, Clause 2, Article 6 of Circular 27/2018/TT-BTNMT if it coincides with the Lunar New Year holiday, the submission of the results report will be delayed by the number of days off for the Lunar New Year according to regulations.

- The time and duration of conducting thematic land inventory shall comply with the decision of the Prime Minister or the Minister of Natural Resources and Environment.

3. Purpose of land statistics and inventory in Vietnam

The purpose of land statistics and inventory, according to Article 3 of Circular 27/2018/TT-BTNMT, is as follows:

- Assess the current status of land management and use and propose measures to strengthen management and improve land use efficiency.

- Serve as a basis for establishing and adjusting land use planning and plans.

- Serve as a basis for proposing adjustments to land policies and laws.

- Provide data to build statistical yearbooks at all levels and serve land information needs for socio-economic activities, national defense, security, scientific research, education and training, and other needs of the State and society.
