The Ministry of Health of Vietnam: Supplementing duties and powers of district-level health centers

Recently, the Ministry of Health of Vietnam issued Circular No. 07/2021/TT-BYT guidelines on functions, duties, powers and organizational structure of health centers of districts, provincial-affiliated cities and central-affiliated cities.

According to the Circular No. 07/2021/TT-BYT of the Ministry of Health of Vietnam,  supplement and clarify the scope of activities of the district health centers as follows:

1. Professional and technical services in preventive medicine:

- Control, prevent risk factors, monitor, screen, detect, manage and implement measures to prevent and control non-communicable diseases;

- Organize medical examination and classification, periodical medical examination for employees, medical examination for performing military service according to the provisions of the law of Vietnam.

2. Professional and technical services on medical examination, treatment and functional rehabilitation:

- Carry out medical assessment in accordance with the Vietnamese law (currently only carry out medical assessment when requested)

3. Professional and technical service on reproductive health care:

- Implement the techniques and procedures specialized in obstetrics and gynecology and contraceptive measures as prescribed;

- Prevention and control of infections, cancers of the reproductive tract and diseases transmitted from parents to children.

4. Professional and technical services on population:

- Implement pre-marital counseling and health check-up activities; counseling, screening, prenatal screening, newborn screening; family planning services;

- Organize the implementation and inter-sectoral coordination in implementing activities on population work in order to adjust the fertility rate, control the population size, control the sex imbalance at birth, and improve the quality of population and health care for the elderly to adapt to the aging population in the area as prescribed by law.

5. Professional training:

- Implement health and population projects and programs according to regulations of local competent authorities; perform military-civilian medical combinations according to the characteristics, actual situation and according to the provisions of Vietnamese law.

6. Medical service activities in the prevention and overcoming of consequences of natural disasters and responding to medical emergencies;

7. Compiling records of people's health management in the locality;

8. Implementing the regime of statistics and reports; building, synthesizing and providing information on health and population databases in accordance with law.

The scope of the Circular No. 07/2021/TT-BYT includes district health centers in areas where there are general hospitals of Grade II or higher located in the area.

Circular No. 07/2021/TT-BYT takes effect from July 15 2021 and replaces the Circular No. 37/2016/TT-BYT and Part II of the Circular No. 05/2008/TT-BYT.
