1. The latest Criteria for Deputy Director of Tax Department

Criteria for Deputy Director of Tax Department, according to Article 7 of the Standards promulgated together with Decision 558/QD-TCT in 2017, are as follows:

* Position and responsibilities:

Deputy Directors of Tax Departments of Provinces and centrally run cities are civil servants who participate in leading the Departments of Taxation and are answerable to the Director of the Tax Department and before the law for the tasks assigned by the Director; On behalf of the Director, they manage the work of the Tax Department when authorized by the Director.

* Capacity:

- Having the capacity to organize, receive information, process information, coordinate, and implement the guidelines, policies, and laws of the Party and State on tax.

- Having ability to advise and manage; the capacity to synthesize, analyze, evaluate, propose initiatives, and improve tax administration efficiency and effectiveness.

- Capable of giving presentations, propagating, and mobilizing people to implement the tax administration law.

- Having the capacity for innovative thinking in line with the guidelines of the Party and the State.

- Having ability to unite and rally the masses; being trusted by civil servants and employees in the unit. 

- Having ability to coordinate well with local agencies, units, and units of the tax sector in organizing the performance of assigned tasks.

* Knowledge:

- Firmly grasp the guidelines, lines, and policies of the Party and the State's laws on the socio-economic development of the locality in particular and the whole country in general.

- Master the legal documents related to the field of state management according to the functions and tasks of the Tax Department, the General Department of Taxation, and the Ministry of Finance.

- Comprehensive knowledge of the profession, industry expertise, and an in-depth understanding of the assigned work areas; experience in organization, management, and administration.

- Understanding the political, economic, and social situation of the locality, the country, the countries in the region, and the world.

* Level:

** Training qualification:

- General criteria: Having a university degree in economics, economic law, or higher; if under 45 years old, they must have a full-time university degree or a master's or doctorate degree in an economic discipline or economic law.

If civil servants under 45 years of age have a full-time university degree or a master's or doctoral degree that is not in the economic sector or in economic law, they must have an additional degree in the branch of the economic sector.

- Some specific, special cases:

+ Deputy Director of the City Tax Department. Hanoi and TP. Ho Chi Minh must have a full-time university degree or a master's or doctorate degree in an economic or economic law discipline. In cases where civil servants have a regular university degree or a master's or doctoral degree in a discipline that is not in the economic sector or economic law, they must have an additional degree in the branch of the economic sector or economic law at the undergraduate level.

+ In mountainous areas, border areas, islands, deep-lying, and remote areas with extremely difficult socio-economic conditions, if they do not meet the standards for professional training qualifications under the general provisions mentioned above, but having outstanding capacity in practice, being highly trusted by civil servants in the unit, they can pay attention and consider each specific case and apply appropriately to appoint
for civil servants with university degrees in economics or economic law.

** Professional Qualifications:

- Having been appointed to the rank of expert, equivalent, or higher.

** Other qualifications and certificates:

- Having intermediate level of political theory or equivalent (according to the regulations of the Party and State) or higher.

- Having a certificate of completion of a training course in leadership and management knowledge at Department level or equivalent or higher.

- Having a certificate of training for the rank of main specialist or equivalent or higher.

- Having a B level or higher according to domestic standards or an equivalent level according to international standards in one of the foreign languages: English, French, German, Russian, or Chinese, or having a foreign language certificate with a level equivalent to level 3 or higher in the Vietnamese language competency framework as prescribed in Circular 01/2014/TT-BGDT.

- Having a certificate of office computing or a certificate of computer science at level A or higher or having a certificate of informatics with a standard level of basic information technology skills as prescribed in Circular 03/2014/TT-BTTTT.

* Regarding work experience:

Having working experience of full 05 years or more in the field of finance, tax, or other industries and fields suitable to the position to be appointed.

2. Standards of political, ethical, and lifestyle qualities required for the Deputy Director of the Tax Department

Standards on political, ethical, and lifestyle qualities for the Deputy Director of the Tax Department according to Article 3 Standards issued together with Decision 558/QD-TCT in 2017 are as follows:

- Loyalty to the Fatherland, to the Party; steadfastly adhering to the Party and State's line of renewal, national independence, democracy, and socialism; actively participating in the cause of industrialization and modernization of the country, first of all the reform and modernization of the sectors and fields under their management.

- Having strong political will, innovative thinking, daring to think, daring to do, and taking personal responsibility; no negative expression, harassment, domination, corruption, or waste.

- Having a clear background, good ethics, and a healthy lifestyle.

- Having a spirit of internal solidarity; exemplary observance of the guidelines and lines of the Party, laws of the State, regulations of the agency, and place of residence;

- Abiding by the principle of democratic centralism and the grassroots democratic regulations in the course of performing assigned political tasks.
