Regarding this issue, LawNet would like to answer as follows:

1. Standards and subjects eligible for Emulation Flag of the Ministry of Finance from February 15, 2024 in Vietnam

- The "Emulation Flag of the Ministry of Finance" is awarded annually to the collective leading the emulation movement of clusters and emulation blocks organized by the Ministry of Finance that meets the standards according to the provisions of Clause 1, Article 26 of the Law on Emulation and Commendation 2022, including:

+ Departments, Bureaus, Offices, Inspectorates and equivalents under the Ministry of Finance;

+ General Department and equivalent under the Ministry of Finance (General Department of Taxation, General Department of Customs, General Department of State Reserve, State Treasury and State Securities Commission);

+ Institute of Financial Strategy and Policy, Vietnam Financial Times, Finance Magazine, Finance Publishing House, School of Training for Financial Officers and Ministry of Finance Guest House;

+ Academy of Finance, University of Finance - Marketing, University of Finance - Accounting and University of Finance - Business Administration;

+ Departments, Bureaus, Inspectorates, Offices and equivalents directly under the General Department of the Ministry of Finance;

+ Tax Department, Customs Department, State Reserve Department, State Treasury under the General Department of the Ministry of Finance in provinces and centrally run cities;

+ Department of Finance of provinces and centrally run cities;

+ Enterprises directly under the Ministry; associations and associations under the Ministry of Finance's reward line; Bao Viet Group and its affiliated units;

+ Tax Department, Customs Branch, State Reserve Department and equivalent, State Treasury of districts, towns, provincial cities, and centrally run cities.

- The title "Emulation Flag of the Ministry of Finance" is considered and awarded to the collective leading the thematic emulation movement launched by the Ministry of Finance with an implementation period of 03 years or more when summarizing the emulation movement, ensuring standards according to the Ministry's instructions.

2. Criteria for awarding Certificates of Merit in the financial sector from February 15, 2024 in Vietnam

- Certificate of Merit from Heads of units with legal status under the Ministry of Finance to be given to individuals under management authority, with good moral qualities, exemplary compliance with the Party's guidelines and policies, State laws, internal rules and working regulations of the unit or individual with achievements in contributing to the development of the unit; meet one of the following standards:

+ Successfully complete assigned tasks; have outstanding achievements in the emulation movement launched by the Ministry of Finance or a unit;

+ Achieve many achievements or extraordinary achievements, with scope of influence in one of the areas under the unit's management scope.

- Certificate of Merit from Heads of units with legal status under the Ministry of Finance to give to collectives under the authority of united management, exemplary in complying with the Party's guidelines, State policies, laws, internal rules and regulations of the unit taking care of the material and spiritual life of the collective, practicing thrift or the collective having achievements contributing to the development of the unit; meet one of the following standards:

+ The unit completes its assigned tasks well or better; have outstanding achievements in the emulation movement launched by the Ministry of Finance or a unit;

+ Achieving many achievements or extraordinary achievements, with scope of influence in one of the areas under the unit's management scope.

Circular 79/2023/TT-BTC takes effect on February 15, 2024.
