Regulations on party membership for party members according to Regulation 24-QD/TW 2021 are as follows:

- Authority to resolve the issue of party membership of party members (verification, conclusion on party membership, recognition as party members, restoration of party membership rights, deletion of name, or resumption of party activities of party members).

+ For party members who are officials under central management, the Central Organizing Committee is authorized to consider and resolve.

In case the opinion of the Central Party Committee differs from the conclusion of the Central Organizing Committee, it shall be reported to the Secretariat for consideration and decision.

+ Party members who are officials of the provincial Party Committee or equivalent management shall be considered and decided by the Standing Committee of the Provincial Party Committee or equivalent.

+ Party members who do not fall into the above categories will be considered and decided by the district party standing committee and the equivalent.

- Resolve the issue of party membership among party members.

+ No reconsideration is required for party members whose party membership issues have been previously reviewed and concluded by competent committees without discovering any new issues.

+ Only consider and restore party membership rights and calculate party age continuously for those who were taken out of the Party, competent authorities have examined and verified them and concluded that they were unjust and have not violated their Party membership status since being taken out of the Party.

+ Party members admitted before the Third National Congress of the Party (September 5, 1960) and before April 30, 1975 (in localities from the south of Ben Hai River outward), but were under 18 years old at the time of admission to the Party, the date of joining the Party will remain the same. 

+ Party members admitted to the Party during the resistance war against the French from July 1954 onwards and party members admitted during the resistance war against the US in localities from the south of the Ben Hai River upwards (from July 1954 to December 1973). If only one person introduced himself to the Party, his/her Party membership would still be recognized.

+ Comrades who previously joined the Viet Minh or a revolutionary mass organization operating secretly (from February 1951 onwards); after that, if you are allowed to participate in cell activities, the date of the cell activities will be taken as the date of admission to the Party.

+ Comrades active in the resistance war against the French (from July 1954 onwards) and in the resistance war against the US (from July 1954 to April 30, 1975) from the south of the Ben Hai River onwards have not been admitted to the party but have been assigned party member tasks by the party organization, such as doing propaganda work to develop party members or participating in the establishment of party cells. Then take the date the cell assigns tasks to do propaganda work to develop party members or the date you participate in establishing a cell as the date of admission to the Party.

In the case of just masses with party sympathies, if the party organization assigns them some tasks to challenge them (such as communication or monitoring the enemy situation, etc.), they have not been admitted to the Party, but mistakenly believe that they have joined the Party, then the party organization allows them to participate in activities, is trained and challenged, is considered eligible to be a party member, and is recognized as a party member from the day they participate in party activities.

+ Party members suspected of not being admitted to the Party by the party organization must be carefully examined and, after verification, find that there is sufficient basis to conclude that they have been admitted to the Party by the organization according to the provisions of the Charter of the Communist Party of Vietnam 2011 or in accordance with the provisions in the above points and since then have still participated in party activities and maintained party membership status then the Party Committee has the authority to recognize them as party members.

If there is enough evidence to conclude that the person impersonates a party member, the party committee has the authority to decide to delete his name from the party member list.

+ Party members who do not participate in party activities due to interruption of party activities, after investigation, find that there are sufficient grounds and clear evidence, if the violating content is caused by yourself, do not resume party activities and notify the deletion of your name from the party member list; If the violating content is not caused by oneself and is reported by the Party cell or Party Committee at the grassroots level where one works or the place of residence confirms that they still perform their assigned tasks well, perform their civic duties well, and maintain their moral qualities while not participating in party activities, then they will be considered for resumption of party activities.

2. Regulations on party members requesting exemption from party work and activities in Vietnam

Regulations on party members requesting exemption from party work and activities according to Regulation 24-QD/TW 2021 are as follows:

- Party members of old age and poor health who cannot participate in party activities, apply themselves, or directly report to the party cell to request a reduction or exemption from party work and activities, the cell will consider and decide. The Party Committee or Party Secretary reports directly to the superior Party Committee.

- Party members who are exempt from party work and activities have the following rights and responsibilities:

+ Attend party member congresses; be provided with information as prescribed in Section 2.1 Regulation 24-QD/TW 2021 if that party member requests.

+ Be considered for the Party Badge when meeting the criteria.

+ Be exempt from evaluating the quality of party members during the period of exemption from party work and activities.

+ They must be an example and encourage their family to comply with the Party's guidelines and policies, State laws, and local regulations. If they violate party discipline, disciplinary action will be taken against active party members according to the provisions of the Party Charter.
