According to Circular 166/2021/TT-BQP, the headquarters and places for receiving citizens shall be arranged in places convenient for receiving citizens who come to make complaints, denunciations, petitions, and reflections; be equipped with necessary material and technical foundations to ensure the working process; the system of books and forms complying with Decision 5166/QD-BQP dated 11/11/2019 of the Minister of National Defense promulgating the list of document templates in inspection activities, receiving citizens, settling complaints and denunciations, and requiring regular construction according to regulations of the General Staff.
Commanders of agencies and units shall arrange security forces, have regulations on coordination with local police, and develop plans to handle situations to ensure absolute safety at headquarters and citizen reception places under their management. Headquarters, places to receive citizens work daily according to office hours (Saturday, Sunday, public holidays, and New Year's holidays as prescribed).
When performing tasks outside the barracks, if stationed in any locality, commanders of agencies and units of regimental level or higher shall organize a place to receive citizens in that locality in an appropriate form.
(1) Citizen reception office of the Ministry of National Defense in Hanoi (Headquarters), which is the reception place for citizens of the Central Military Commission, the Head of the Ministry of National Defense, the General Staff, the General Department of Politics, the Central Military Commission Inspection Committee, the General Department of Logistics, the General Department of Technology, the General Department of Defense Industry, the Department of Personnel, the Department of Policy, the Department of Propaganda and Training, the Department of Military Force, and the Social Insurance of the Ministry of National Defense.
(2) The General Staff Department directs agencies and units to ensure logistics, arrange security forces, and ensure security and safety for the headquarters to operate in all situations.
(3) The Inspectorate of the Ministry of National Defense is the standing agency, assisting the Head of the Ministry of National Defense in managing and operating the headquarters. The head of the Citizen Reception Department directly commands officials and employees at the headquarters.
(4) Agencies specified in Clauses (1) and (3) shall arrange full-time, part-time officers or staff to perform the task of receiving citizens; the citizen reception schedule shall comply with the provisions of the Regulations of the Citizen Reception Office, Single-Window Department of the Ministry of National Defense.
(5) The headquarters is equipped with technical and material facilities such as recording and video recording equipment, a synchronous computer system connected to the internet, a military data transmission network, and other necessary equipment to work; post up the rules, calendar, and process of receiving citizens, a complete and regular system of billboards according to the regulations of the General Staff; and publicize the set of administrative procedures related to citizens within the scope of settlement of the Ministry of National Defense.
- Headquarters for receiving citizens at military zone and service levels, Border Guard Command, General Department II, Coast Guard Command, Command 86, Government Cipher Committee, Hanoi Capital Command , corps, corps, armament, to arrange separate areas; is the place to receive citizens of the heads of agencies, units, and agencies responsible for receiving citizens; be equipped with facilities; and perform other contents as prescribed in Clause (5) above.
- The inspection agency at the same level is responsible for managing and operating all activities of the head office. The agencies in charge of receiving citizens shall arrange for officers or staff in charge of receiving citizens.
- Locations for receiving citizens of: Academy, school, hospital, corporation (under the Ministry of Defense), Military Institute of Science and Technology, Vietnam-Russia Tropical Center, Ho Chi Minh Mausoleum Protection Command, Ho Chi Minh City Command, Military Command, and Provincial Border Guard Command
+ As a place to receive citizens, the heads of agencies, units, and agencies with the task of receiving citizens;
+ An inspection agency or a political agency (where there is no inspection agency) manages and maintains the operation of the citizen reception place; agencies in charge of receiving citizens shall arrange part-time officers or employees to receive citizens;
+ Arranging in a separate area and ensuring physical conditions such as desks and chairs, a synchronous computer system connected to the internet, a military data transmission network, a system of signs, rules, and calendars, the process of receiving citizens, monitoring books and diaries of receiving citizens, and publicizing the set of administrative procedures related to citizens within the scope of settlement of the Ministry of National Defense.
- Locations for receiving citizens of divisions, brigades, regiments, and equivalent units, border guard posts, border guard squadrons, and coast guard squadrons stationed independently, located next to the duty room; in a room with desks and chairs, posting rules, calendars, and procedures for receiving citizens, monitoring books and diaries for receiving citizens, assigning political agencies or political cadres (where there is no political office) at the same level of management, placed under the direct leadership and direction of the party committee and commander of the unit.
- Citizen reception locations of agencies: Military courts, military procuracies, criminal investigations, and judgment enforcement at all levels in the army shall be arranged by heads of agencies in accordance with law and industry regulations.
