According to Article 10 of the Law on Physical Education and Sports 2006 (amended 2018), prohibited acts in physical training and sports activities include:
- Taking advantage of physical training and sport activities to infringe upon the State's interests, nation and lawful rights and interests of organizations and individuals; harming human health, life, honor, dignity and prestige. Physical training and sport activities in contravention of social ethics, fine customs and traditions and cultural identities.
- Using banned stimulants or applying banned methods in sports training and competition.
- Cheating in sports activities.
- Committing acts of violence in sports activities.
- Obstructing lawful physical training and sports activities of organizations and individuals.
- Abusing positions and powers to falsify sports competition results.
- Organizing illegal sports betting or participate in illegal sports betting.
Article 6 of the Law on Physical Education and Sports 2006 stipulates the contents of state management of physical training and sports including:
- Elaborating, promulgating and organizing the implementation of, strategies, plannings, plans and policies on physical training and sports development and legal documents on physical training and sports.
- Organizing and directing the training of human resources for physical training and sports.
- Inspecting and assessing the development of mass physical training and sports and sports competition activities.
- Organizing and directing scientific and technological research and application in the domain of physical training and sports.
- Mobilizing, managing and using resources for physical training and sports development.
- Organizing and directing emulation and commendation work in the domain of physical training and sports.
- Organizing and directing international cooperation in sports.
- Examining, inspecting, settling complaints and denunciations and handling violations of law on physical training and sports.
Pursuant to Article 5 of the Law on Physical Education and Sports 2006 (amended 2018), agencies performing the state management of physical training and sports include:
- The Government shall perform the uniform state management of physical training and sports.
- The Ministry of Culture, Sports and Tourism is responsible before the Government for the performance of the state management of physical training and sports.
- Ministries and ministerial-level agencies shall, within the scope of their competence, coordinate with the Ministry of Culture, Sports and Tourism in performing the state management of physical training and sports.
- People's Committees at all levels shall perform the state management of physical training and sports in their respective localities under the Government's decentralization.
Pursuant to Articles 7 and 8 of the Law on Physical Education and Sports 2006, regulations on inspection, complaints and denunciations in physical training and sports activities are as follows:
- The physical training and sports inspectorate shall carry out specialized inspection in the domain of physical training and sports.
- The organization and operation of the physical training and sports inspectorate must comply with the law on inspection.
- Complaints and denunciations and the settlement of complaints and denunciations in physical training and sports activities must comply with the provisions of law.
5. Information and propaganda about physical education and sports
Specifically, Article 9 of the Law on Physical Education and Sports 2006 stipulates the following regulations on physical education and sports propaganda:
- Agencies performing the state management of physical training and sports at various levels shall coordinate with concerned agencies and organizations in carrying out communication about the benefits and effects of physical training and sports and mobilize people to participate in physical training and sports activities.
- Radio and television stations shall broadcast daily morning physical exercise programs.
- Mass media agencies shall provide information on and carry out communication about domestic and international physical training and sports activities in service of the people's spiritual life.
