Below is the content of the regulations on registering for the high school graduation examination from 2025 according to the newly issued Examination Regulations.

The Minister of Education and Training of VIetnam issued Circular 24/2024/TT-BGDDT dated December 24, 2024, regarding the High School Graduation Examination Regulations.
Article 20 of the High School Graduation Examination Regulations issued with Circular 24/2024/TT-BGDDT has stipulated the registration for high school graduation exam from 2025 as follows:
(1) Location for Registration:
- Subjects as stipulated in point a, clause 1, Article 19 of this Regulation register online or in person at the high school where they study grade 12;
- Subjects as stipulated in points b, c, d, clause 1, Article 19 of the Regulations issued with Circular 24/2024/TT-BGDDT can register online or in person at the location (referred to as the registration place) as specified by the Department of Education and Training. The head of the unit where the registration is conducted is responsible for carrying out tasks in accordance with Article 63 of the Regulations issued with Circular 24/2024/TT-BGDDT.
(2) Subject Registration:
- For the recognition of high school graduation: Candidates must register for the Literature, Mathematics and one elective exam including 2 subjects from Physics, Chemistry, Biology, History, Geography, Economic and Legal Education, Informatics, Industrial Technology, Agricultural Technology, Foreign Language. Candidates choose 2 subjects of the elective exam from those studied in grade 12. Candidates can register for a Foreign Language subject different from the one they are studying at school;
- Candidates falling under the stipulated subjects in point c, d, clause 1, Article 19 of the Regulations issued with Circular 24/2024/TT-BGDDT may only register for subjects as desired. Particularly for the elective exam, candidates may only choose up to 2 subjects.
(3) Registration Dossier:
- Registration form;
- Valid certifications to benefit from priority and encouragement policies (if any);
- A 4x6 photo in identity card style, taken no more than 6 months before filing;
- A copy of the high school transcript (for candidates under point b, clause 1, Article 19 of the Regulations issued with Circular 24/2024/TT-BGDDT);
- A copy of the high school diploma (for candidates under point c, clause 1, Article 19 of the Regulations issued with Circular 24/2024/TT-BGDDT);
- A copy of the intermediate diploma, a copy of the educational record or transcript of high school cultural subjects according to the Education Law and the current guidance documents of the Ministry of Education and Training (for candidates under point d, clause 1, Article 19 of the Regulations issued with Circular 24/2024/TT-BGDDT);
- Certification of retained scores (if any) from the principal of the school where the candidate appeared the previous year or certified by the Department of Education and Training if the candidate took the exam in another province.
(4) Submission of Registration Dossier for candidates under point a, clause 1, Article 19 of the Regulations issued with Circular 24/2024/TT-BGDDT:
- Candidates registering online: complete the online form at the electronic portal specified by the Ministry of Education and Training and submit the original or authenticated copy or copied version from the original record or a copy along with the original for comparison (collectively referred to as the copy) of all necessary proof documents to enjoy priority, encouragement policies at the place of registration;
- For those who cannot register online, they can submit the dossier directly by completing the registration form as issued by the Ministry of Education and Training and submit it along with copies of proof of entitlement to policies (if any).
(5) Submission of Registration Dossier for candidates under points b, c, d, clause 1, Article 19 of the Regulations issued with Circular 24/2024/TT-BGDDT:
- Candidates registering online: use VneID account to log in and complete the registration form on the electronic portal specified by the Ministry of Education and Training, then print 2 copies of the registration form downloaded from the system and submit them to the place of registration; copies of proof documents to enjoy priority and encouragement (if any) are submitted together with the registration form and documents as stipulated in points d, dd, e, g, clause 3, Article 20 of the Regulations issued with Circular 24/2024/TT-BGDDT;
- For those who cannot register online, they can submit the dossier directly by completing the registration form as issued by the Ministry of Education and Training and submit it along with copies of proof of entitlement to policies (if any).
(6) Time to Submit Registration Dossier
Candidates submit the registration dossier according to the time specified in the annual guidelines for organizing the high school graduation exam by the Ministry of Education and Training. If any mistakes are found after the registration period ends, candidates must promptly inform the place of registration or notify the Exam Center on the exam procedure day for correction and supplementation.
(7) Organization of Registration:
- Candidates register according to the regulations and guidelines of the Ministry of Education and Training;
- Candidates submit registration dossiers for high school graduation recognition along with the registration dossier;
- The principal of the high school or the head of the unit where the registration is conducted shall be responsible for:
+ Issuing accounts and passwords for candidates under point a, clause 1, Article 19 of this Regulation; guiding candidates to prepare dossiers for online registration; assisting candidates with registration; collecting registration forms, entering information for candidates (for those registering directly);
+ Collecting registration dossier of candidates under points b, c, d, clause 1, Article 19 of the Regulations issued with Circular 24/2024/TT-BGDDT; issuing accounts for candidates upon receipt of the dossier (for direct registration);
+ Reviewing and updating information about candidates' academic results at the school; checking information from the national database on population to verify priority in terms of domicile and ethnic minority status (processed through the Examination Management System);
+ Organizing the review of registration dossiers and publicly announcing any cases not eligible for the exam as stipulated in clause 2, Article 19 of the Regulations issued with Circular 24/2024/TT-BGDDT at least 15 days before the exam; managing the registration dossier and transferring dossier data to the Department of Education and Training;
- The candidate's account is the Citizen Identification Card/Personal Identification Code number issued by the Police Department. For candidates without ID/Personal Identification Code or who are non-Vietnamese, use the candidate's Passport number instead. If neither is available, the System will assign a 12-character ID for management;
- The Department of Education and Training manages candidate registration data and transmits it to the Ministry of Education and Training;
- The Ministry of Education and Training manages the entire national registration data.
(8) Data Review:
- The Department of Education and Training directs high schools and registration units: to check and cross-check information of registered candidates, evaluate recognition for high school graduation, information about priority and encouragement in graduation recognition; organize the preservation of registration dossiers of exam attendees;
- To ensure exam organization data accuracy, registration units print candidate information of grade 12 students from the Management System (registration form and graduation recognition registration form) and organize for students to review and verify with a signature.
