Conditions and standards for war invalids and policy beneficiaries as war invalids according to Article 23 of Ordinance 02/2020/UBTVQH14 are as follows:
- Officers, professional soldiers, non-commissioned officers, soldiers in the People's Army, and officers, non-commissioned officers, and soldiers in the People's Public Security who are injured with a body injury rate of 21% or more shall be considered and recognized by competent agencies and units as war invalids and issued "Wounded War Certificate" and "Wounded War Badge" when falling into one of the following cases:
+ Fight or directly serve in combat to protect independence, sovereignty, territorial integrity, and national security;
+ Carrying out national defense and security tasks in enemy-occupied areas, war zones, and areas adjacent to enemy-occupied areas;
+ Direct political struggle, organized military struggle with the enemy;
+ Be captured and tortured by the enemy while still refusing to surrender and fighting resolutely, leaving behind physical injuries;
+ Perform international obligations;
+ Courageously perform urgent and dangerous work serving national defense and security;
+ Directly perform combat training tasks, exercises, or dangerous national defense and security tasks;
+ Due to an accident while directly performing national defense and security tasks in border areas, at sea, and on islands with particularly difficult conditions according to the list prescribed by the Government;
+ Directly perform the task of fighting crime;
+ Particularly courageous in saving people, saving property of the State and People, or preventing and arresting people who commit crimes, is a meaningful example to honor, educate, and spread widely in society.
- Persons who are not officers, professional soldiers, non-commissioned officers, soldiers in the People's Army and officers, non-commissioned officers, soldiers in the People's Public Security is injured with a bodily injury rate of 21% or more in one of the cases specified in Clause 1, Article 23 of Ordinance 02/2020/UBTVQH14 shall be considered and recognized by a competent agency or unit as a policy beneficiary like war invalids and issued a "Certificate of policy beneficiary like war invalids".
- Type B war invalids are soldiers or people's police who are injured with a bodily injury rate of 21% or more during training or work that has been recognized by a competent agency or unit before December 31, 1993.
- Wounded soldiers, people enjoying the same policy as war invalids specified in Clause 1 and Clause 2, Article 23 of Ordinance 02/2020/UBTVQH14 have special recurring wounds, residual wounds, additional wounds are examined and the rate of physical damage reassessed according to Government regulations.
- Type B invalids specified in Clause 3, Article 23 of Ordinance 02/2020/UBTVQH14 with residual wounds and additional wounds are examined to determine the rate of bodily injury according to Government regulations.

Preferential regimes for war invalids and policy beneficiaries as war invalids are stipulated in Article 24 of Ordinance 02/2020/UBTVQH14 as follows:
- Monthly allowances and allowances for war invalids and policy beneficiaries, such as war invalids:
+ Monthly allowance is based on the rate of physical injury and type of wounded soldier;
+ Servant allowances for war invalids and policy beneficiaries, such as war invalids with a physical injury rate of 81% or higher living at home;
+ Monthly allowance for war invalids and policy beneficiaries, such as war invalids with a physical injury rate of 81% or higher;
+ Special monthly allowances for war invalids and policy beneficiaries, such as war invalids with a physical injury rate of 81% or higher and particularly severe injuries.
War invalids and people who benefit from policies such as war invalids and receive special monthly allowances do not receive monthly allowances.
- Health Insurance.
- Nursing rehabilitation every two years; In cases where the body injury rate is 81% or higher, they will be nursed back to health every year.
- Prioritize and support education and training; create working conditions in state agencies, organizations, and businesses based on the rate of physical injury.
- Preferential regimes specified in Points c, e, g, h, i and k, Clause 2, Article 5 of Ordinance 02/2020/UBTVQH14:
+ Providing assistive devices, orthopedic devices, and necessary rehabilitation equipment and devices as directed by an orthopedic or rehabilitation facility belonging to the labor, war invalids and social affairs sector or a provincial hospital or higher;
+ Supporting to improve housing based on each person's merits and circumstances or when there are housing difficulties;
+ Exemption or reduction of land use fees when allocated residential land by the State, changing land use purpose to residential land, recognizing residential land use rights, and when purchasing State-owned housing;
+ Priority is given to allocating or leasing land, water surface, and sea surface; Prioritize forest protection and development contracts;
+ Preferential loans for production and business;
- Receiving support from the State for initial facilities, including factories, schools, classrooms, equipment, and preferential loans for production and business, tax exemption or reduction according to the provisions of law for production and business establishments dedicated to war invalids and policy beneficiaries such as war invalids and sick soldiers.
