According to Article 1 of Decision 942/QD-TTg, the Central Steering Committee for the Rural and Agricultural Census in 2025 will include the following members:

1. Comrade Nguyen Hoa Binh, Standing Deputy Prime Minister of the Government of Vietnam, Head of the committee;

2. Comrade Nguyen Chi Dung, Minister of Planning and Investment, Standing Deputy Head of the committee;

3. Comrade Nguyen Thi Huong, General Director of the General Statistics Office, Deputy Head of the committee;

4. Comrade Hoang Cong Thuy, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Member;

5. Comrade Vo Thanh Hung, Deputy Minister of Finance, Member;

6. Comrade Nguyen Hoang Hiep, Deputy Minister of Agriculture and Rural Development, Member;

7. Comrade Le Minh Ngan, Deputy Minister of Natural Resources and Environment, Member;

8. Comrade Bui Hoang Phuong, Deputy Minister of Information and Communications, Member;

9. Comrade Nguyen Xuan Dinh, Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union, Member;

10. Comrade Cao Xuan Thu Van, President of the Vietnam Cooperative Alliance, Member;

11. Comrade Nguyen Trung Tien, Deputy General Director of the General Statistics Office, Member.

Functions, Duties, and Powers of the Central Steering Committee for the Rural and Agricultural Census in 2025 in Vietnam

The Central Steering Committee for the Rural and Agricultural Census in 2025 will have the following functions, duties, and powers:

- Review, decide on the approach, plan, and detailed content of the Rural and Agricultural Census. Issue the approach for the 2025 Rural and Agricultural Census.

Assign the Minister of Planning and Investment, Standing Deputy Head of the Central Steering Committee for the Rural and Agricultural Census in 2025, to sign the Decision to issue the approach for the 2025 Rural and Agricultural Census and delegate the Deputy Head of the committee (General Director of the General Statistics Office) to issue professional guidance documents and organize the implementation of the approach for the 2025 Rural and Agricultural Census.

- Establish the Standing Working Group for the 2025 Central Rural and Agricultural Census to assist the Central Steering Committee for the Rural and Agricultural Census in 2025.

Assign the Minister of Planning and Investment, Standing Deputy Head of the Central Steering Committee for the Rural and Agricultural Census in 2025, to issue the Decision to establish the Standing Working Group for the 2025 Central Rural and Agricultural Census.

- Direct and guide the establishment of the Provincial-level Steering Committees for the 2025 Rural and Agricultural Census (province, centrally-run city), District-level Steering Committees for the 2025 Rural and Agricultural Census (district, urban district, district-level town, provincial town, centrally-run city), Commune-level Steering Committees for the 2025 Rural and Agricultural Census (commune, ward, commune-level town) and delegate the levels of guiding professional competence and organizing the implementation of the approach for the 2025 Rural and Agricultural Census; guide the establishment of the Standing Working Groups for the 2025 Rural and Agricultural Census to assist the Provincial-level, District-level, and Commune-level Steering Committees.

- Direct and organize the implementation of the Census in accordance with the approach for the 2025 Rural and Agricultural Census.

The working principles of the Central Steering Committee for the Rural and Agricultural Census in 2025 include:

- The Central Steering Committee for the Rural and Agricultural Census in 2025 operates under the direct leadership and direction of the Deputy Prime Minister of the Government of Vietnam - Head of the Central Steering Committee for the Rural and Agricultural Census in 2025 in managing, directing, and organizing the implementation of the 2025 Rural and Agricultural Census.

- The Central Steering Committee for the Rural and Agricultural Census in 2025 operates on the principle of democratic centralism, emphasizing the personal responsibility of the head; the collective discusses, the Head of the Central Steering Committee for the Rural and Agricultural Census in 2025 concludes and directs the implementation.

- Members of the Central Steering Committee for the Rural and Agricultural Census in 2025 participate, fully perform the activities of the Central Steering Committee for the Rural and Agricultural Census in 2025, and promptly report, take responsibility before the Head of the Central Steering Committee for the Rural and Agricultural Census in 2025 for the tasks assigned as regulated in the Regulation issued with Decision 942/QD-TTg.
