Latest procedures for re-issuance of train driving licenses in Vietnam

Decision 1241/QD-BGTVT in 2023 stipulates the procedures for reissuing train driving licenses in Vietnam as follows:

(1) Procedure:

- Submit administrative procedure documents:

The enterprise submits 01 set of documents to the ship driving license issuing agency, specifically:

+ Vietnam Railways Administration for national railways, urban railways, and specialized railways (except for urban railways and specialized railways in provinces and cities: Ho Chi Minh, Quang Ninh, and Thai Nguyen).

+ People's Committees of provinces and cities: Ho Chi Minh City, Quang Ninh, and Thai Nguyen for specialized railways and urban railways in the area. Before January 1, 2025, if the People's Committees of the above provinces and cities have not yet implemented this content, they will instruct the vehicle owner to send 01 set of application documents to the Vietnam Railways Department.

- Resolving administrative procedures:

+ In case the dossier is not in accordance with regulations, within 01 working day from the date of receiving the dossier through the one-stop department or through the online public service portal; 02 working days from the date of receiving documents in other forms, the ship driving license issuing agency is responsible for notifying and guiding the enterprise to complete the documents according to regulations;

+ If the dossier is complete and in accordance with regulations, within 03 working days from the date of receiving the dossier, the train driving license issuing agency will re-issue the train driving license to cases that meet the requirements. For cases that do not meet the requirements, the ship-driving license-issuing agency shall notify the enterprise in writing and clearly state the reason.

(2) Submission methods:

- Submit application directly;

- Through the postal system;

- Send on the network environment;

- Another form.

(3) Components and quantity of documents:

- Profile components

+ Original or electronic copy of the enterprise's request for re-issuance of the ship driving license according to the form;

+ Personal profile:

++ Original or electronic copy of application for re-issuance of boat driving license according to the form;

++ Original or electronic copy or certified copy or certified electronic copy of certificate of fitness for train driving according to regulations of the Minister of Health;

++ 03 3x4cm color photos or electronic photos taken within no more than 06 months from the date of application submission.

- Number of documents: 01 set.

(4) Processing time limit:

- 03 working days from the date of receipt of complete and correct documents according to regulations.

(5) Subjects carrying out administrative procedures:

- Enterprise.

(6) Agencies carrying out administrative procedures:

- Competent authority: Vietnam Railways Department; People's Committees of provinces and cities: Ho Chi Minh, Quang Ninh, Thai Nguyen.

- Authorized or decentralized authority or person to implement: No.

- Agencies directly implementing administrative procedures:

+ Vietnam Railways Administration for national railways, urban railways, specialized railways, except specialized railways and urban railways in provinces and cities: Ho Chi Minh, Quang Ninh, Thai Nguyen;

+ People's Committees of provinces and cities: Ho Chi Minh, Quang Ninh, Thai Nguyen carry out procedures for specialized railways and urban railways in the area (If the People's Committees of provinces and cities have not yet implemented administrative procedures before January 1, 2025, the Vietnam Railways Department continues to implement them based on the written request of the People's Committees of provinces and cities).

- Coordinating agency: None.
