Regarding this issue, LawNet would like to answer as follows:

1. Order of conduct for ceremony in Vietnam

The order of conduct of the ceremony according to Article 27 of Decree 145/2013/ND-CP is as follows:

- Announcement of the ceremony program.

- Flag-raising ceremony, delegates sing the National Anthem.

- Explaining the reasons and introducing the delegates briefly and formally.

- Presenting speeches or reports: Only "name and title" Leaders hold the highest positions at the Central Government and in departments, ministries, branches, localities, and units.

- Announcement of decisions on commendation and awarding, forms of commendation, and emulation titles.

- Expressing opinions of superior leaders or guest representatives.

- Expressions of thanks from heads of departments, ministries, branches, localities, and units.

- End of the ceremony.

2. Requirements for conducting the awarding ceremony and receiving rewards and emulation titles in Vietnam

Requirements for conducting the awarding and receiving ceremony of commendation and emulation titles according to Article 26 of Decree 145/2013/ND-CP are as follows:

- The person who moderates the ceremony is the leading representative of the board, ministry, branch, provincial People's Committee, and the unit organizing the ceremony.

- Not organizing a separate ceremony for awarding and receiving awards and emulation titles. Only organized in conjunction with the ceremony of major national holidays, founding dates, and traditional days of departments, ministries, branches, localities, units, and conferences summarizing according to specific programs and strictly comply with the provisions of this Decree (except in the case of conferring the form of reward for extraordinary achievements and commendation for achievements in the resistance war).

- Only announcing, awarding, and receiving once for each commendation decision. Organize no parades or processions from one level to another or from one location to another.

- The collective leader representative to be rewarded directly receives the commendation decision, reward form, and emulation title of the collective. Rewarded individuals directly receive commendation decisions, commendation forms, and emulation titles. In the case of a posthumous gift, the representative of the family of the posthumous recipient shall receive it on his behalf.

- Awarded in the form of rewards, emulation titles from high to low ranks. In the case of the same form of commendation, the award shall be given to the collective first and the individual later; Give first, posthumously later.

- While announcing, awarding, or receiving rewards and emulation titles, the irresponsible person shall not give flowers, film, or take photos on the stage.

3. To guide the ceremony of announcing, giving, and receiving rewards in Vietnam

Instructions on the ceremony of announcing, awarding, and receiving rewards according to Article 28 of Decree 145/2013/ND-CP are as follows:

* Announcement of reward decision:

- The representative of the leadership of the agency in charge of emulation and commendation or of the unit organizing the ceremony to announce the full text of the commendation decision;

- Commendation decision of the President: Before announcing, the announcer invites the traditional chess team (if any), representatives of the Party committee, government leaders, the Vietnam Fatherland Front, Trade unions, the Ho Chi Minh Communist Youth Union, or representatives of leading generations of the commended collective (or commended individual) to go to the stage to hear the announcement of the commendation decision;

- Commendation decision of the Prime Minister: After the announcement is completed, the announcer invites the leadership representative of the collective (or individual) named in the commendation decision to the stage to receive the emulation title or form of reward.

* Awarding rewards and emulation titles:

- The giver is the representative of the leaders attending the ceremony; the giver stands in the center of the stage;

- Awarded in the order of attaching the Medal (or Medal, Badge attached to the title) first; then award the Medal and the Hero Flag (for the collective receiving the Hero title);

- For collectives with traditional flags: The awardor attaches the Medal (or Badge attached to the title) on the high corner of the Traditional Flag. The placement of the Medal (or Badge attached to the title) on the Traditional Flag is done in rank from high to low;

For collectives that do not have a traditional Flag: The person awarding the Certificate has already attached the Medal (or Badge attached to the title).

- Giving to individuals: The awardor attaches the Medal (or Medal, Badge attached to the title) on the left chest of the recipient's shirt, then awards the Diploma. The position of attaching the Medal (or Medal, Badge attached to the title) on the chest is done in rank from high to low;

- Posthumously: The person awarding the Certificate with a pre-assembled Medal (or Medal, Badge attached to the title) to the representative of the individual family to be conferred posthumously.

* Receive forms of commendation and emulation titles:

- Accepting forms of commendation signed by the President of the State: The recipients of the commendation stand in a horizontal line at the center position on the platform to listen to the announcement of the commendation decision;

- Receiving forms of commendation and emulation titles signed by the Prime Minister: The recipient of the award is invited to the central position of the stage to receive;

- When receiving the Diploma (or Flag), the recipient of the award raises the Diploma or Flag to chest height, maintaining the same posture until leaving the stage;

- In cases of necessity, the collective (or individual) representative who is rewarded gives his opinion after receiving the reward.

* Ceremonial attendants give:

- Do not turn your back to the attendee; stand behind and to the right of the giver when giving the Medal (or Medal, Badge attached to the title, Degree, or flag) to the awarder;

- Put the Medal (or Medal, Badge attached to the title, Degree) in the tray covered with red cloth; handing the Flag with two hands to the giver; Degrees must be nested within the frame.

* The Ministry of Foreign Affairs and overseas Vietnamese representative agencies shall assume the prime responsibility for, and coordinate with concerned ministries, branches, and mass organizations in, organizing the implementation of the ceremony of announcing, awarding, and receiving forms of commendation for organizations, foreign individuals according to the provisions of Decree 145/2013/ND-CP and in accordance with actual conditions.
