What is the guidance on applying economic and technical norms for the management and maintenance of inland waterways? - Gia Bao (Phu Tho)

On June 22, 2023, the Ministry of Transport  of Vietnam issued Circular 10/2023/TT-BGTVT on economic and technical norms for management and maintenance of inland waterways (taking effect on September 1, 2023).

Regulations on the content of economic and technical norms for management and maintenance of inland waterways and application instructions in Vietnam are as follows:

Content of economic and technical norms for management and maintenance of inland waterways in Vietnam

(1) Economic - technical norms for management and regular maintenance of inland waterways regulate waste levels of materials, labor, and construction machines to complete a unit of management and maintenance work from preparation to completion to maintain the normal operating status of inland waterways.

(2) Economic and technical norms for management and regular maintenance of inland waterways are determined on the basis of standards, regulations, and procedures for management and maintenance of inland waterways.

(3) Economic and technical norms for management and regular maintenance of inland waterways include: code, job name, unit of calculation, job components, applicable regulations (if any) and a table of standard costs; in there:

- Job components: Regulating the content of work steps from preparation to completion of management and regular maintenance of inland waterways according to standards, regulations, and procedures for management and maintenance of inland waterways.

- Table of standard costs includes:

+ Material waste level: the amount of main materials, auxiliary materials, and circulating materials (excluding materials needed for construction machines and materials included in general costs) necessary for implementation and completion of a unit of regular  management and maintenance work on inland waterways. Material waste includes material loss at the construction stage. The main material wastage is calculated by the quantity appropriate to the unit of measurement of the material. The waste of auxiliary materials is calculated as a percentage of the cost of main materials.

+ Labor waste: Is the number of labor days of direct workers and service workers to complete a unit of regular management and maintenance work on inland waterways from preparation to finish. Labor waste is calculated by the number of working days according to the corresponding worker level. The worker level specified in the norms is the average level of workers and engineers who directly participate in and serve to perform a unit of inland waterway management and maintenance work.

+ Construction machine wastage: is the number of directly used vehicles, machines, and equipment (referred to as machines) and necessary service machines (if any) to complete a unit of regular management and maintenance work on inland waterways. Direct machine waste is calculated by the number of machine shifts used. The waste of service machines is calculated as a percentage of the direct construction machine cost.

- Economic and technical norms for management and regular maintenance of inland waterways are applied to prepare and approve estimates and prices for public services for management and maintenance of national inland waterways.

- The journey to inspect the channel or to another professional operation location by water means is counted as a closed loop (return).

- Operation (performed after the journey) is when the watercraft moves slowly or the engine is stationary while performing professional operations (adjustment, movement, maintenance, column painting, and signal signs (shore signals, bridge signals) are only counted as machine shifts for the time it takes to get the crew from the channel to and from the signal position).

- The norms of regular maintenance work performed at the station are applied according to the corresponding norms performed at the workshop.

- Signal size to determine norms according to Circular 08/2020/TT-BGTVT.

- For salt water and saline water environments, use appropriate materials and ensure current technical standards.
