The form, content and duration of the professional title promotion exam for public employees according to Article 39 of Decree 115/2020/ND-CP is as follows:
* General knowledge subjects:
- Exam format: Multiple choice exam;
- Exam content: 60 questions about the Party's policies and guidelines, legal policies on industries, career fields, and laws on public employees according to the requirements of the professional title taking the exam;
- Exam time: 60 minutes.
* English:
- Exam format: Multiple choice exam;
- Exam content: 30 questions about one of five languages: English, Russian, French, German, Chinese according to the requirements of the professional title taking the exam decided by the head of the agency or unit competent to organize the professional title promotion exam;
- Exam time: 30 minutes.
* Informatics:
- Exam format: Multiple choice exam;
- Exam content: 30 questions according to the requirements of the professional title taking the exam;
- Exam time: 30 minutes.
* Specialized professional subjects:
- For the class I professional title promotion exam: Project writing exam, duration: 8 hours; and project defense exam, maximum duration: 30 minutes, according to the requirements of the professional title competing. The proposal writing exam and project defense exam are graded on a scale of 100 points for each exam;
- For level II professional title promotion exam: written exam, duration 180 minutes according to the requirements of the professional title competing, 100 points scale;
- For the exam to promote the professional titles of class III and class IV: Written exam, duration 120 minutes according to the requirements of the professional title taking the exam, 100 point scale.
* In case the agency or unit competent to organize the professional title promotion exam decides to organize a computer-based multiple-choice exam, they do not have to take the computer science test and must notify the test taker of the test taker immediately after completing the test on the computer. Do not review computer-based multiple-choice test results.
* Foreign language exam exemption for the following cases:
- By the month of full retirement age, public employees have less than 5 years of service remaining;
- Officials with ethnic minority language certificates or ethnic minority people working in ethnic minority areas;
- Officials have a university or post-graduate degree in foreign languages or have a foreign language diploma with the same training level as the professional training level specified in the standards of professional titles participating in the exam;
- Officials have university or post-graduate degrees or diplomas according to the training level requirements compared to the professional training level stipulated in the standards of professional titles competing for studying abroad or studying in a foreign language in Vietnam, recognized by competent authorities;
* Exemption from the informatics exam for cases with intermediate or higher diplomas in majors related to informatics and information technology.
Regulations on determining successful candidates in the professional title promotion exam for civil servants in Vietnam according to Article 40 of Decree 115/2020/ND-CP are as follows:
- Have correct answers of 50% or more of the questions for each exam subject specified in Clause 1, Clause 2 and Clause 3, Article 39 of Decree 115/2020/ND-CP, except for exam exemptions.
- Have a total score of 50 points or more on the specialized professional exam prescribed in Clause 4, Article 39 of Decree 115/2020/ND-CP. In the case of taking the rank I professional title promotion exam, the score must be 100 points or more (in which the score of the project writing test and the project defense test must be 50 points or more) and take points in order from high to low within the assigned occupational title promotion criteria.
- In case there are 02 or more people with the same total score of specialized professional exam scores in the final professional title promotion criteria, the determination of the successful person will be done in the following order of priority:
+ The officer is female;
+ Officials are ethnic minorities;
+ The officer is older (calculated by day, month, and year of birth);
+ Officials have more working time.
If it still cannot be determined, the head of the agency and the unit competent to organize the professional title promotion exam shall discuss in writing with the head of the agency competent to manage public employees and decide on the successful candidate at the request of the head of the agency competent to manage public employees.
- Results will not be reserved for the next professional title promotion exams.
- Announcement of exam results for public employee professional title promotion:
+ Within 10 days from the date of completion of the exam marking, the public employee professional title promotion exam council must report to the head of the agency or unit with authority to organize the public employee professional title promotion exam on the exam results;
At the same time, publicize it on the website or electronic information portal of the agency or unit with the authority to organize the public employee professional title promotion exam and send a written notice to the agency or unit that nominated the officer to take the exam about the promotion test score to notify the officer.
+ Within 15 days from the date of notification of promotion exam results, exam officials have the right to submit a request for review of test scores in general knowledge, foreign languages, information technology (in the case of paper-based multiple-choice tests), and written tests in specialized professional subjects.
The civil servant professional title promotion examination council is responsible for establishing a re-evaluation board, organizing re-evaluation, and announcing the re-evaluation results within 15 days at the latest from the date of expiration of the time limit for receiving appeal applications as prescribed in Clause 5, Article 40 of Decree 115/2020/ND-CP.
+ At least 05 working days from the date of the announcement of the re-examination results, the civil servant professional title promotion exam council reports to the head of the agency or unit competent to organize the public employee professional title promotion exam to approve the results of the civil servant promotion exam and the list of admitted public employees.
+ At least 05 working days from the date of decision approving the results of the professional title promotion exam, the civil servant professional title promotion examination council is responsible for notifying the exam results and the list of successful public employees in writing to the agency or unit that nominates public employees to participate in the exam.
