May 12, 2023, the Ministry of Transport of Vietnam promulgated Decision 573/QD-BGTVT amending the Regulation on standards for titles of leaders and managers of agencies and units under the Ministry issued together with Decision 748/QD-BGTVT 2019.

1. Criteria for the title of Deputy Director or equivalent under the Ministry of Transport in Vietnam

Standards for titles of Deputy Director General and equivalent under the Ministry of Transport of Vietnamare amended in Clause 2, Article 1 of Decision 573/QD-BGTVT dated May 12, 2023, as follows:

(1) About capacity:

- Having the capacity to advise, organize, lead, and manage the implementation of guidelines and policies of the Party and the state in professional and specialized fields.

- Ability to research and develop legal documents, advise on planning macromanagement strategies, and propose solutions and implementation methods in specialized fields, serving the state management activities of the Ministry.

- Capable of operating, having the ability to gather and unite in the unit, and coordinating with relevant agencies to perform tasks.

(2) About understanding:

- Firmly grasping the guidelines and policies of the Party and State in professional and specialized fields.

- Mastering legal documents in professional and specialized fields.

- Deep understanding of the management profession of the professional field, specialized, and experienced in organization, management, and administration.

- Understanding the political, economic, and social situation in the country, in countries in the region, and in the world.

(3) Regarding qualifications:

- Having graduated from a university or higher relevant to the industry and field of work.

- Having an advanced diploma in political theory, a bachelor's degree in politics, or a certificate equivalent to an advanced level of political theory issued by a competent authority.

(Previously, it was required to graduate from an intermediate level of political theory or higher)

- Having a state management qualification for civil servants with the rank of main expert and equivalent or higher.

(Previously, it was regulated to meet professional standards for the rank of specialist or higher)

- Having a certificate of leadership training, departmental management, or equivalent (after appointment).

(Previously there was no such regulation)

- Having the necessary and appropriate computer and foreign language skills.

(Previously, it was prescribed to have a level 2 or equivalent foreign language level of 1 common foreign language and be proficient in computers and office equipment)

(4) Other standards:

Has held and successfully completed the tasks in one of the following positions: Head of Department and equivalent, Deputy Head of Department and equivalent under the Ministry of Finance, or has worked in the industry or field for 5 years or more, of which the last 3 consecutive years are assessed as having successfully completed the task.

(Previously, it was prescribed to have 03 years of working experience in the industry or field)

2. General standards of leadership and management titles of agencies under the Ministry of Transport in Vietnam

Pursuant to Article 4 of the Regulation promulgated together with Decision 748/QD-BGTVT in 2019, the general standards of the titles of leaders and managers of agencies under the Ministry of Transport of Vietnam are as follows:

On political ideology:

+ Loyalty to the interests of the Party, the nation, and the people; steadfastly adhere to Marxism-Leninism, Ho Chi Minh's thought, and the Party's goals and ideals of national independence, socialism, and renewal.

+ Having a firm stance, opinion, and political bravery, not wavering in any situation, resolutely fighting to protect the Party's Platform and lines, the Constitution and the State's laws.

+ Having a passionate patriotic spirit, putting the interests of the party,  the nation, the people, and the collective above personal interests; willing to sacrifice for the cause of the Party, for the independence and freedom of the Fatherland, for the happiness of the people.

+ Work with peace of mind, strictly abide by the organization's assignments, and complete all assigned tasks.

- Regarding ethics, lifestyle, and sense of discipline:

+ Having pure moral qualities; honesty, modesty, sincerity, simple lifestyle; need, thrift, integrity, impartiality.

+ Enthusiastic and responsible for work; no ambition for power; no pride; have the spirit of solidarity, construction, and exemplary, love for comrades and colleagues.

+ Being free from corruption, bureaucracy, opportunism, and self-interest, and actively fighting to prevent and repel the manifestations of degradation in political ideology, morality, lifestyle, and "self-evolution" manifestations. , "self-transformation" internally;

Resolutely fight against bureaucracy, oppression, corruption, waste, individualism, opportunistic lifestyles, pragmatism, factions, and group interests, say no with action; show fairness, integrity, and respect for talented people, do not let relatives and acquaintances abuse their positions and powers for personal gain.

+ Adhere to and strictly implement the principles of organization and discipline of the Party, especially the principles of democratic centralism, self-criticism, and criticism.

- Qualifications: Having professional qualifications, political theory and state management to meet the requirements and assigned tasks according to the regulations of the Party and State; necessary and appropriate level of information technology; and knowing foreign languages.

- About capacity and prestige:

+ Having innovative thinking, vision, and scientific working methods; being capable of synthesizing, analyzing, and forecasting.

+ Ability to detect contradictions, challenges, opportunities, advantages, new problems, difficulties, limitations, and inadequacies in practice; boldly propose appropriate, feasible, and effective tasks and solutions to promote, promote, or remove.

+ Having practical capacity, grasping and a basic understanding of the actual situation in order to concretize and effectively organize the implementation of the Party's guidelines and guidelines, the State's policies and laws in the field of law, assigned working area; being industrious, hard-working, dynamic, creative, daring to think, daring to do, daring to take responsibility, and serving the people.

+ Ability to lead and direct; exemplary, gather and promote the synergy of collectives and individuals; trusted and trusted by cadres, party members, and the masses.

- Regarding health, age, and experience:

+ Health enough to perform the task;

+ The age for the first appointment must be old enough to work for a full term. Special cases for heads and deputy heads of agencies advising and assisting the Minister and administrative agencies and non-business units under the Ministry (except for academies,

If an employee has ceased to hold a position, after a period of work, if he is considered for appointment, the age conditions will be the same as when he was first appointed.

In the event that a person holding a leadership or managerial position is now assigned to a new position equivalent to or lower due to work needs, the age of first appointment shall not be calculated as prescribed above.

+ Experience in leadership and management.
