Regarding this issue, LawNet would like to answer as follows:

1. Those who are considered for the title of Outstanding Teacher in Vietnam

Specifically, Clause 1, Article 2 of Decree 27/2015/ND-CP stipulates that people considered for the title of Outstanding Teacher include:

- Teachers and lecturers (hereinafter referred to as teachers) directly perform the task of raising and teaching in preschool education establishments, general education, vocational education, university education, continuing education, schools, and other educational establishments;

- Heads and deputies of heads of educational institutions; officials in charge of management in departments, divisions, institutes, centers (without training functions), offices of higher education establishments, vocational education establishments; officials and civil servants of the Department of Education and Training, Department of Education and Training, Ministry of Education and Training; Full-time civil servants in charge of vocational training management, Department of Labor, War Invalids and Social Affairs, Department of Labor, War Invalids and Social Affairs; officials and civil servants in charge of educational management of ministries, ministerial-level agencies, and agencies under the Government (hereinafter collectively referred to as Ministries); Teachers and education managers are mobilized and appointed as education union officials (hereinafter referred to as education managers);

- Teachers and educational administrators who have taken leave under the social insurance regime between two award considerations adjacent to the year of award consideration;

- Teachers and educational administrators have retired

2. Criteria for awarding the title of Outstanding Teacher in Vietnam

The title "Outstanding Teacher" is considered and awarded to the subjects specified in Section 1 and meets the following specific standards:

- Loyal to the Socialist Fatherland of Vietnam; Comply well with the Party's guidelines and policies and the State's laws, internal rules, and regulations of agencies, units, organizations, and localities of residence.

- Have good moral qualities; be enthusiastic and devoted to the profession; be a shining example; be an exemplary, typical, and excellent teacher with widespread influence in the industry and society, respected by learners, colleagues, and people; take the lead in innovating educational management, teaching methods, testing, and evaluation; and high-quality and effective management and teaching.

- Has been awarded the title "Grassroots Emulation Soldier" 07 times or awarded the title of excellent teacher or lecturer at the same level 07 times or has been awarded the title "Grassroots Emulation Soldier" 07 times and teachers and lecturers who are good at teaching at the same level, including consecutive year requests for award consideration; 01 time awarded the title of Emulation Soldier at the provincial or ministry level or the title of excellent teacher and lecturer at the provincial or ministry level; I received a Certificate of Merit at the provincial and ministry levels once.

For teachers and educational administrators working in areas with extremely difficult socio-economic conditions, poor districts are eligible to apply and enjoy policies as prescribed for areas with extremely difficult socio-economic conditions: 05 times awarded the title of "Grassroots Emulation Soldier," 05 times awarded the title of excellent teacher at the same level, or 05 times awarded the title of "Grassroots Emulation Soldier" and excellent teacher at the same level, including times in the year in which the award is proposed.

- Pedagogical talent, initiatives, or scientific research topics are specifically regulated for each subject as follows:

+ Kindergarten teacher:

++ Ensuring quality and effectiveness of child rearing; high-quality child care and education, reducing the rate of malnourished children; has excellent achievements in popularization work, contributing to attracting children to school; excellently implement the goals and requirements of the early childhood education major; Guide and mobilize many parents to raise and care for their children according to scientific methods; be trusted by their parents; Helped 02 teachers become good teachers at the district level or higher;

++ Chaired 02 initiatives on innovating child care and education methods that have been applied effectively in the school and accepted by the district initiative council.

+ Primary and secondary school teachers:

++ Have excellent achievements in universalizing primary and secondary education; high-quality and effective teaching and education; promote students' abilities, initiative, creativity, and cooperation in learning; Helped 02 teachers become good teachers at the district level or higher;

++ Have chaired 02 initiatives on innovating teaching and student education methods that were applied effectively in the school and accepted by the district initiative council.

+ High school teachers, continuing education, inclusive education support centers, reform schools:

++ High-quality and effective teaching and education; promote learners' capacity, initiative, creativity, and cooperation; Helped 02 teachers become good teachers at the school level or higher;

++ Preside over 02 initiatives or 02 scientific research topics that have been effectively applied in teaching and education and directly accepted by the initiative council and the scientific council of the superior management agency.

+ Teachers of vocational education establishments at primary and intermediate levels:

++ High-quality and effective teaching and education; has made many contributions to innovating the program, content, and teaching methods; There are at least 05 students who are good at theory and practical skills; Help 02 teachers with professional qualifications and good skills at school level or higher;

++ Preside over 02 initiatives or 02 scientific research topics that have been effectively applied in teaching and education and directly accepted by the initiative council and the scientific council of the superior management agency.

+ Teachers of provincial political schools, training facilities for cadres, civil servants, and public employees of ministries:

++ High quality and effective teaching; has made many contributions in innovating programs, content, and teaching methods to improve educational quality and training effectiveness; Help 02 good teachers at the school level or higher;

++ Preside over 02 initiatives or 02 scientific research topics that have been effectively applied in teaching and accepted by the initiative council, provincial science council, or ministry; Compiled 02 sets of lectures that were accepted for teaching by the school-level science council.

+ Lecturers at higher education and vocational education institutions at college level:

++ Teaching and guiding students to innovate methods of learning, scientific research, practice, and internship with high quality and efficiency; has made many contributions to innovating the program, content, and teaching methods;

++ Chair 03 initiatives or 02 scientific research topics at the provincial or ministerial level or 02 branches of national-level scientific research projects initiated by the council; the scientific council at the provincial, ministerial, and national levels approved it and applied it in practice, bringing practical results; editor of 01 textbook or participate in compiling 02 subject textbooks used in teaching, or author of 01 monograph or main author of 02 monographs; Main author of 05 scientific articles published in domestic or international scientific journals;

++ Lecturers at universities, colleges, academies, and scientific institutes with doctoral training who meet the standards specified in Point e, Clause 4, Article 9 of Decree 27/2015/ND-CP and principally guide 02 graduate students to successfully defend their doctoral dissertations or guide 05 graduate students to successfully defend their master's theses, level II specialist doctors, and resident doctors.

+ Education managers:

++ Chair 03 initiatives or 02 scientific research topics at the provincial or ministerial level or 02 branches of national-level scientific research projects initiated by the council; the scientific council at the provincial, ministerial, and national levels accepted it, applied it in practice to bring practical results, or participated in drafting 04 legal documents that have been promulgated according to the assignment decision of the competent person; main author of 05 scientific articles published in domestic or international scientific journals.

++ For managers of preschool education facilities, general education, continuing education, inclusive education support centers, reformatories, civil servants working at the Department of Education and Training, civil servants in charge of vocational training management, Department of Labor, War Invalids and Social Affairs, Department of Labor, War Invalids and Social Affairs: Presides over 03 initiatives that have been applied effectively in management, teaching, and education and directly accepted by the initiative council of the superior management agency.

++ The head and deputy head meet the standards specified at Point g, Clause 4, Article 9 of Decree 27/2015/ND-CP, and the collective managed by the individual must achieve the title of Outstanding Labor Collective for 2 years immediately preceding the year in which the award is proposed.

+ Teachers and educational administrators working in areas with extremely difficult socio-economic conditions and poor districts are eligible to enjoy the policy as prescribed for areas with extremely difficult socio-economic conditions:

++ Teachers take the lead in innovating the teaching and educational methods of the unit; Have the spirit to overcome difficulties in building schools and classrooms and mobilize many students to go to school; care for and help students in their studies; presided over 02 initiatives applied to teaching and educational practices in schools; Help 02 good teachers at the school level or higher;

++ Educational administrators take the lead in innovating educational management locally; Have the spirit to overcome difficulties in building schools and classrooms and mobilize many students to go to school; There are 02 initiatives that have been put into practice and brought practical results, directly accepted by the initiative council of the superior management agency;

++ The head and deputy head meet the standards prescribed for educational managers at Point h, Clause 4, Article 9 of Decree 27/2015/ND-CP, and the collective managed by the individual must win the title of Outstanding Labor Collective in the year immediately preceding the year in which the award is proposed.

- Teachers have direct upbringing and teaching experience of 15 years or more. Education managers have worked in the industry for 20 years or more, including 10 years or more of directly raising and teaching.

3. Achievements are replaced by standards for innovation and doctoral training to be considered for awarding the title of Outstanding Teacher in Vietnam

- The teacher directly taught and nurtured 01 student who won a Gold, Silver, Bronze Medal or won First, Second, or Third prize in international competitions; First, Second, and Third prizes in national competitions are counted as having 01 initiative at the provincial or ministry level.

- Teachers and educational administrators who participate in compiling general education programs and textbooks that have been approved are counted as having initiatives at the provincial and ministerial levels.

- Teachers who win first prize in skills competitions at any level are considered to have initiatives at that level.

- Lecturers of universities, colleges, and institutes who are not assigned the task of doctoral training will be replaced with one of the following achievements:

Guide 03 students to win Gold, Silver, Bronze Medals or win First, Second, and Third prizes in international competitions; Guide 05 students to win Gold, Silver, Bronze Medals or win First, Second, and Third prizes in national competitions; Guided 05 scientific research projects of students to win the "Young Scientific Talent" or "Creative Youth Award" at the ministerial level.

- Teachers and educational administrators teaching specific fields and majors are considered to replace initiative standards according to the provisions in Appendix I issued with Decree 27/2015/ND-CP.
