Circular 01/2022/TT-BYT stipulates the initial recording and reporting regime of population statistics promulgated by the Minister of Health of Vietnam.

Contents of the reporting regime for specialized population statistics in Vietnam

(1) Report on population statistics at commune level:

- Reporting unit: The focal point for commune-level population work;

Commune-level population cadres enter information from the checked and verified information receipts and other required information into the specialized population data warehouse to make reports;

In case the commune level has not yet implemented reporting using utilities on informatics software, commune-level population cadres are responsible for submitting all the information receipts that have been reviewed and appraised by the whole commune and making a paper report to the focal point in charge of population work at the district level to enter information into the specialized population data warehouse;

- Content of the report: Comply with the form and instructions specified in Appendix II issued together with Circular 01/2022/TT-BYT;

- Reporting period: Month, quarter, year;

- Unit receiving the report: The focal point for population work at the district level, the People's Committee of the commune (for information);

- Time limit for receiving reports: Within 05 working days from the end of the reporting period as prescribed in Clause 1, Article 3 of Circular 01/2022/TT-BYT.

(2) Population statistics report of health facilities providing population services:

- Reporting unit: Population service-providing medical facilities;

- Content of the report: Follow the form and instructions specified in Appendix III issued together with Circular 01/2022/TT-BYT;

- Reporting period: Quarterly;

- Reporting unit:

+ The focal unit for population work at district level receives reports from medical establishments at district level or below, including non-public medical establishments as assigned by the Department of Health (if any);

+ Provincial Sub-Department of Population and Family Planning receives reports from provincial-level medical facilities and non-public health facilities in the area (if not assigned to the district level);

+ The General Department of Population - Family Planning receives reports from central level medical facilities;

- Deadline for receiving reports:

+ Within 10 days from the end of the reporting period as prescribed in Clause 1, Article 3 of Circular 01/2022/TT-BYT for medical facilities at district level and below, non-public medical establishments as assigned by the Department of Health (if any);

+ Within 15 days from the end of the reporting period as prescribed in Clause 1, Article 3 of Circular 01/2022/TT-BYT for provincial, central and non-public health facilities (if not assigned to the district level).

(3) Report on specialized population statistics at district level:

- Reporting unit: The focal point for population work at district level;

The focal unit in charge of population work at the district level is responsible for reviewing and appraising information and data at the commune level. On the day of the meeting on population work at the commune level, the unit shall notify the results of the review and comparison of information and data from the communes with the specialized population data warehouse; the results of the appraisal of information and data in some areas (if any);

- Content of the report: Comply with the form and instructions specified in Appendix IV issued together with Circular 01/2022/TT-BYT;

- Reporting period: Quarter, year;

- Reporting unit: Provincial Sub-Department of Population and Family Planning; Steering Committee for Population Work at district level; District Statistical Sub-Department;

- Time limit for receiving reports: No later than 15 days from the end of the statistical reporting period specified in Clause 1, Article 3 of Circular 01/2022/TT-BYT.

(4) Provincial Population Statistics Report:

- Reporting unit: Provincial Sub-Department of Population and Family Planning;

Provincial Sub-Department of Population and Family Planning is responsible for reviewing and appraising information and data at district and commune levels. On the day of the population meeting at the district level, the provincial Sub-Department of Population and Family Planning shall announce the results of reviewing and comparing information and data from the districts with the specialized population data warehouse; results of appraisal of information and data in some areas (if any).

- Content of the report: Comply with the form and instructions specified in Appendix V issued together with Circular 01/2022/TT-BYT;

- Reporting period: Quarter, year;

- Deadline and unit to receive the report:

+ Quarterly reporting period: Not later than 20 days from the end of the reporting period as prescribed in Clause 1, Article 3 of Circular 01/2022/TT-BYT, the Provincial Sub-Department of Population - Family Planning shall send reports to the General Department of Population - Family Planning, Department of Health, and Department of Statistics of the province;

+ Annual reporting period: March 15 of the year following the reporting year, the Provincial Sub-Department of Population and Family Planning sends official specialized statistical reports to the General Department of Population and Family Planning, the Department of Health, the Provincial Statistics Office, and the Provincial Population Work Steering Committee.

(5) Central Population Statistics Report

- Reporting unit: General Department of Population - Family Planning;

- Content of the report: Comply with the form and instructions specified in Appendix VI issued together with Circular 01/2022/TT-BYT;

- Reporting period: Quarter, year;

- Deadline and unit to receive the report:

+ Quarterly reporting period: No later than 25 days from the end of the reporting period as prescribed in Clause 1, Article 3 of Circular 01/2022/TT-BYT, General Department of Population - Family Planning summarizes data Specialized statistical report on population; notification of review results; comparing data at provincial and district levels with the specialized population data warehouse to the provincial Sub-Department of Population and Family Planning;

+ Annual reporting period: On March 30 of the year following the reporting year, the General Department of Population and Family Planning sends the official specialized population statistics report to the Ministry of Health (Department of Planning and Finance), General Statistics Office (Department of Population and Labor Statistics), and notifies the Department of Health, Sub-Department of Population and Family Planning at the provincial level.
