Regarding this issue, LawNet would like to answer as follows:

On January 31, 2024, the Minister of Construction issued Decision 92/QD-BXD on the Plan to implement anti-terrorism work for 2024 of the Ministry of Construction.

Contents of the Plan to implement anti-terrorism work for 2024 in Vietnam of the Ministry of Construction

The Ministry of Construction's Plan to implement anti-terrorism work for 2024 will have the following key contents:

(1) Organize propaganda and dissemination of laws on preventing and combating terrorism and preventing and combating the proliferation of weapons of mass destruction.

- Leading unit: Legal Department

- Coordinating unit: Ministry Inspectorate and a number of relevant Departments and Departments

- Implementation time: regularly during the year

(2) Organize the dissemination of laws on the prevention and combat of money laundering to finance terrorism in the field of real estate business, except for real estate leasing and subleasing and real estate consulting services.

- Implementing unit: Department of Housing and Real Estate Market Management

- Implementation time: According to the request of the competent authority.

(3) Review and propose competent authorities to sign and organize the implementation of international treaties and agreements on the prevention and combat of terrorism and the proliferation of weapons of mass destruction according to the field of state management in the Construction industry.

- Leading unit: Department of International Cooperation

- Coordinating units: a number of units under the Ministry

- Implementation time: regularly during the year

(4) Control, detect, prevent, and promptly handle acts of taking advantage of activities on the Ministry of Construction's Electronic Information Portal to disseminate and finance the proliferation of weapons of mass destruction.

- Implementing unit: Information Center

- Implementation time: regularly during the year

(5) Providing information on suspicion of terrorism, terrorist financing, and the prevention and combat of the proliferation of weapons of mass destruction under the authority of the Ministry of Construction to functional units of the Ministry of Public Security and the Ministry of National Defense.

- Responsible unit: Ministry Inspectorate

- Coordinating unit: Ministry Office, Information Center and a number of relevant units under the Ministry

- Implementation time: According to the request of the competent authority.

(6) Coordinate with competent authorities to implement a number of contents related to the work of preventing and combating terrorism and preventing and combating the proliferation of weapons of mass destruction in a number of projects implemented by the Corporation under the Ministry.

- Responsible unit: Ministry Inspectorate

- Coordinating unit: Housing and Urban Development Investment Corporation (HUD), Vietnam Cement Corporation (VICEM), Hanoi Construction Corporation - JSC

- Implementation time: According to the request of the competent authority

(7) Implement a 6-month, 1-year, and irregular reporting regime on the work of preventing and combating terrorism and preventing and combating the proliferation of weapons of mass destruction.

- Responsible unit: Ministry Inspectorate

- Coordinating units: units under the Ministry

- Implementation time: According to the request of the competent authority.

Purpose and requirements of the Plan to implement anti-terrorism work in Vietnam for 2024 of the Ministry of Construction

- Purpose: Effectively deploy the Law on anti-terrorism 2013 and legal regulations on prevention and combat of terrorism and proliferation of weapons of mass destruction; Raise awareness for officials, civil servants, public employees, and workers in agencies, units, and businesses under the Ministry on the prevention of terrorism, combating terrorist financing, and the use of weapons of mass destruction.

- Regarding request:

+ Propagate and disseminate fully and promptly the legal regulations on preventing and combating terrorism and preventing and combating the proliferation of weapons of mass destruction.

+ Deploy and organize the implementation of the directives of the National Steering Committee for Prevention and Control of Terrorism and the instructions of the Ministry of Public Security and the Ministry of National Defense on preventing and combating terrorism and preventing and combating the proliferation of weapons of mass destruction on the principle of prevention as the key.

+ Closely coordinate with the National Steering Committee for Anti-Terrorism, the Ministry of Public Security, and the Ministry of National Defense to implement the planned contents; promptly adjust the plan to suit the actual situation.
