1. Contents of traffic police patrol and control in Vietnam

1.1. Contents of traffic police patrol

- Monitoring and grasping the situation of traffic order and safety on road traffic routes, the observance of the law on road traffic, and other provisions of relevant laws for people and vehicles participating in traffic. Promptly detect, prevent, and handle violations of the law on road traffic and other violations in accordance with the law;

- Guiding, controlling, and dealing with traffic jams or coordinating in handling traffic jams and incidents on road traffic routes when patrolling and controlling;

- Perform other tasks assigned by competent authorities in accordance with law;

The patrol content must be shown in the patrol and control plan approved by the competent authority.

1.2. Contents of traffic police control

- Control documents related to people and means of transport, including:

+ Driving license;

+ Certificate of fostering knowledge of road traffic law; a diploma or certificate of operating special-use motorcycles;

+ Vehicle registration certificate;

+ Certificate of inspection of technical safety and environmental protection for motor vehicles and special-use motorcycles (for vehicles subject to regulations on inspection);

+ Certificate of civil liability insurance of the motor vehicle owner and other relevant papers as prescribed by law;

- Controlling traffic conditions of vehicles:

Perform control in sequence from front to back, from left to right, from outside to inside, from top to bottom;

Control the shape, outside size, paint color, and number plate front, rear, and sides of the vehicle according to regulations;

Control technical safety and environmental protection conditions of road motor vehicles and special-use motorcycles;

- Controlling the observance of the provisions of the law on road transport activities.

2. Form of patrol and control by traffic police in Vietnam

Forms of patrol and control by traffic police in Vietnam include:

* Patrol, maneuver control:

Traffic police moving on assigned routes and areas by means of transport or on foot shall patrol and control according to plans approved by competent authorities; directly supervise or through the use of professional technical means and equipment for timely monitoring, prevention, detection, and containment; and strictly handle violations of road traffic and other violations in accordance with law.

* Control at the Traffic Police Station or at a point on the road:

- The traffic police shall organize forces at the Traffic Police Station or at a point on the road according to the plan approved by the competent authority to perform:

+ Total control of road vehicles;

+ Control and handle violations of peak patrol and control;

+ Control and handle violations by topic;

+ Control through professional technical means and equipment;

+ Coordinate with relevant units and agencies to prevent and fight crime, ensure traffic order and safety, security, order, and social safety;

+ Perform other tasks as directed by competent authorities in accordance with law;

- At the Traffic Police Station, install and use technical equipment to record the control area.

At a point on the road, choose a location where the road surface is wide, open, not obstructing the view, and in accordance with the provisions of law. When controlling in the evening, at night there must be lights and enough light.

* Patrol, control maneuver combined with control at one point, or at the Traffic Police Station:

When patrolling, maneuver control is controlled at a point on the road, at the Traffic Police Station or when controlling at a point on the traffic road, at the Traffic Police Station, they are allowed to patrol and control maneuvers but must clearly state it in the patrol and control plan already approved by the competent authority.
