1. Form of patrol and control by traffic police in Vietnam

The form of patrol and control of traffic police is prescribed in Article 9 of Vietnam's Circular 65/2020/TT-BCA as follows:

* Patrolling and maneuvering:

Traffic police move on assigned routes and areas by means of transport or on foot to patrol and control according to plans approved by competent authorities, directly supervise or use professional technical means and equipment to monitor, prevent, detect, promptly prevent and strictly handle violations of road traffic and other violations in accordance with the law. .

* Control at the Traffic Police Station or at a point on the road:

- The traffic police shall organize forces at the traffic police station or at a point on the road according to the plan approved by the competent authority to perform:

+ Total control of road vehicles;

+ Control and handle violations of peak patrol and control; control and handle violations according to thematic;

+ Command and control via professional technical means and equipment;

+ Work with relevant units and agencies to prevent and combat crime, maintain traffic order and safety, and ensure security, order, and social safety.

+ Carry out other duties as assigned by competent authorities in accordance with the law.

- At the traffic police station, install and use technical equipment to record the control area. At a point on the road, choose a location where the road surface is wide, open, not obstructing the view and in accordance with the provisions of the law. When controlling in the evening, at night, there must be lights and enough light.

* Patrol, combined control maneuver with control at a single point or at the Traffic Police Station:

When patrolling, maneuvering control is controlled at a point on a traffic road, at a traffic police station, or when controlling at a point on a traffic road, at a traffic police station, it must be clearly stated in the plan of patrol and control approved by the competent authority.

2. Details of traffic police patrol and control in Vietnam

The details of patrol and control of traffic police are prescribed as follows:

* Patrol tasks:

- Monitoring and grasping the situation of traffic order and safety on road traffic routes; the observance of the law on road traffic and other relevant provisions of the law by people and vehicles participating in traffic. Promptly detect, prevent and handle violations of the law on road traffic and other violations in accordance with the law;

- Guiding, controlling, and dealing with traffic jams or coordinating in handling traffic jams and incidents on road traffic routes when patrolling and controlling;

- Performing other tasks assigned by competent authorities in accordance with law;

The content of the patrol must be shown in the patrol and control plan approved by the competent authority.

* Control tasks:

- Control documents related to people and means of transport, including:

+ Driving license;

+ Certificate of fostering knowledge of road traffic law, Diploma or certificate of operating special-use motorcycles;

+ Vehicle registration certificate;

+ Certificate of technical safety and environmental protection inspection for motor vehicles and special-purpose motorcycles (for vehicles subject to inspection regulations);

+ Certificate of civil liability insurance of the motor vehicle owner and other relevant papers as prescribed by law;

- Control traffic conditions of vehicles

Perform control in sequence from front to back, from left to right, from outside to inside, from top to bottom;

Control the vehicle's shape, outside size, paint color, and number plate front, back, and sides in accordance with regulations.

Control the technical safety and environmental protection of road motor vehicles and special-purpose motorcycles;

- Control the observance of the provisions of the law on road transport activities.
