1. Applications for issuance, exchange, and re-issuance of Citizen Identity Cards require searching the Citizen Identification Archive in Vietnam

Documents for the issuance, exchange, and re-issuance of Citizen Identity Cards require a search of Citizen Identification documents according to Article 6 of Circular 60/2021/TT-BCA as follows:

- Cases that must be searched through citizen identification archives include:

+ The 9-digit ID card is lost or damaged, making it impossible to fully determine the information content on the 9-digit ID card;

+ When it is necessary to verify and compare information about citizens in the citizen identification archive.

- Search documents include: delivery slip of application for issuance, exchange, and re-issuance of Citizen Identity Cards that need to be searched; Receipt of citizen identification information.

- Browse search records:

+ At the district, district, town, provincial city, and centrally run city police (hereinafter referred to as district police):

In case of searching for citizen identification documents within a province or centrally run city, the Head of the Social Order Administrative Management Police Team will approve the search file and send it to the Citizen Identification Archives Team of the Police Department for Administrative Management of Social Order for a lookup.

In case of searching for citizen identification documents outside the province or centrally run city, the District Police Chief approves the search file and sends it to the Police Department for administrative management of social order where the search is needed;

+ At the Police Department for administrative management of social order:

++ In case of looking up citizen identification archives within a province or centrally run city, the Team Leader is in charge of issuing and managing Citizen Identity Cards (hereinafter referred to as the Captain of the Citizen Identification Team), approves the search file and sends it to the Citizen Identification Archive Team under the Police Department for Administrative Management of Social Order for a lookup.

++ In case of searching citizen identification documents outside the province or centrally run city, Head of the Police Department for Administrative Management of Social Order approves the search file and sends it to the Police Department for Administrative Management of Social Order where the search is needed;

+ At the National Population Data Center:

The Director of the National Population Data Center approves the records that need to be searched and sends them to the Police Department for administrative management of social order where the search needs to be done.

- The unit receiving the search request is responsible for searching according to the content and time limit of the search and sending the search results to the requesting unit.

2. Principles for implementing the procedures for issuing, exchanging, and reissuing Citizen Identity Cards in Vietnam

Principles for implementing the order of issuance, exchange, and re-issuance of Citizen Identity Cards according to Article 3 of Circular 60/2021/TT-BCA are as follows:

- The order for issuance, exchange, and re-issuance of Citizen Identity Cards must comply with the provisions of the Law on Citizen Identification and other provisions of law related to the issuance and management of Citizen Identity Cards.

- The Police Department creates the most favorable conditions for citizens when carrying out procedures for issuing, exchanging, and reissuing Citizen Identity Cards to ensure speed, accuracy, and timeliness.

- Officials performing the work of issuing, exchanging, and reissuing Citizen Identity Cards must be responsible for guiding and responding to citizens or their suggestions.

- Officials performing the work of issuing, exchanging, and reissuing Citizen Identity Cards regularly coordinate with competent agencies to update changes and additions to citizen information in the National Population Database to serve the work of issuing and managing Citizen Identity Cards.

- The police agency that receives the request for issuance, exchange, or re-issuance of Citizen Identity Cards is not allowed to illegally copy the data for issuance, exchange, or re-issuance of Citizen Identity Cards on devices that receive citizen identification records.
