Process and procedures for selection of critical project review consultants in Vietnam

According to these contents, this Decree specifies the process and procedures for the selection of critical project review consultants in Vietnam as follows:

** * Selection of consultants for verification in Vietnam in special cases:

- The interdisciplinary expert appraisal team shall identify qualified and experienced verification consultants according to law provisions to immediately perform consultancy work and submit them to the Chairman of the State Appraisal Council for approval.

- Within 15 days from the date of approval by the Chairman of the State Appraisal Council.

The interdisciplinary appraisal team must complete procedures in Vietnam, including:

+ Prepare and send the draft contract to the consultant, which determines the requirements on the scope and content of the work to be performed, the time of implementation, the quality of the work to be achieved and the corresponding value for negotiation and finalization of the contract;

+ Conducting negotiations and finalizing contracts in Vietnam;

+ Submit to the Chairman of the State Appraisal Council for approval of the results of project verification consultant selection;

+ Prepare to sign the contract with the selected verification consultant.

The contract is signed between three parties, including representatives of the State Appraisal Council, the investor (the investor or the agency assigned to prepare the project investment) and the verification consultant selected in Vietnam.

*** Other cases shall comply with the provisions of the bidding law.
