The Government of Vietnam has just issued Decree No. 123/2016/NĐ-CP defining the functions, tasks, powers and organizational structures of ministries and ministerial-level agencies.
According to Decree No. 123/2016/NĐ-CP of Vietnam’s Government, organizational structure of a ministry consists of:
- Departments;
- The Office;
- The Inspectorate;
- Bureaus/agencies/authorities (if any);
- General departments (if any);
- Public non-business units.
In comparison with current regulations, public non-business units have been supplemented to the organizational structure of a ministry.
Public non-business units shall be prescribed in the decree defining the functions, tasks and powers and organizational structure of each ministry, including:
- Sector or field strategy and policy research units;
- Newspapers; journals; information centers;
- Schools or centers for training and retraining of cadres, civil servants and public employees; institutes of the ministry.
Moreover, Decree No. 123/2016/NĐ-CP also specifies functions, tasks and powers of ministries and ministerial-level agencies.
Decree No. 123/2016/NĐ-CP of Vietnam’s Government takes effect from October 15, 2016, replacing Decree No. 36/2012/NĐ-CP.
