On December 10, 2018, the Ministry of Labor, War Invalids and Social Affairs issued Circular 25/2018/TT-BLDTBXH guiding the functions, tasks, organizational structure, job positions, and staffing norms of public drug rehabilitation centers.

To ensure that the management at addiction treatment centers is carried out effectively, depending on the number of rehabilitation students, there will be different staffing quotas, specifically:

- Drug addiction treatment centers with fewer than 100 students: 01 manager for at least 05 mandatory rehabilitation students and 01 manager for at least 07 voluntary rehabilitation students;- Drug addiction treatment centers with 100 to 500 students: 01 manager for at least 07 mandatory rehabilitation students and 01 manager for at least 09 voluntary rehabilitation students;- Drug addiction treatment centers with more than 500 students: 01 manager for at least 09 mandatory rehabilitation students and 01 manager for at least 11 voluntary rehabilitation students.
