According to Clause 2, Article 46 of the Law on Identificatiton 2023 on transitional provisions, it is stipulated as follows:

9-digit ID cards valid until after December 31, 2024, will be valid until the end of December 31, 2024.

Legal documents that use information from 9-digit ID cards or citizen identification will retain their validity; governmental agencies shall not require citizens to change or adjust information about 9-digit ID cards or citizen identification in already issued documents.

Thus, as of January 1, 2025, the 9-digit and 12-digit ID cards will officially be phased out.

 What are cases of eplacement and re-issuance of identity cards in Vietnam from July 1, 2024?

According to Article 24 of the Law on Identificatiton 2023 on cases of replacement and re-issuance of identity cards

The cases for card renewal include:

- Vietnamese citizens who have been issued an identity card at the ages of 14, 25, 40, and 60;

- Changes or corrections in surname, middle name, given name, birth date, month, and year;

- Changes in facial features; addition of facial image information, fingerprints; reassignment or change of gender as per law;

- Errors in the printed information on the citizen identification card;

- At the request of the cardholder when the information on the citizen identification card changes due to administrative reorganization;

- Reassignment of personal identification number;

- Upon the request of the cardholder.

What are 09 Prohibited Acts under Latest Law on Identificatiton of Vietnam?

(1) Issuance, renewal, reissuance, and retrieval of 9-digit ID cards or citizen identification certificates in violation of the law.

(2) Keeping 9-digit ID cards or citizen identification certificates illegally.

(3) Harassment, causing inconvenience, or discrimination when handling administrative procedures related to 9-digit ID cards, the National Database on Population, and the Identity Database.

(4) Falsifying books, records, information in the National Database on Population and the Identity Database; failing to provide, providing incomplete, inaccurate, or legally unauthorized information or documentation about 9-digit ID cards or information in the National Database on Population, Identity Database.

(5) Failing to perform procedures for issuing 9-digit ID cards as stipulated in Clause 2, Article 19 of the Law on Identificatiton 2023.

(6) Producing, deploying tools, means, software or engaging in other acts that obstruct, disrupt the operation of the information infrastructure of the National Database on Population, Identity Database, and the electronic identification and authentication system.

(7) Counterfeiting, altering, intentionally falsifying the content of 9-digit ID cards, electronic 9-digit ID cards, citizen identification certificates; appropriating, unauthorized use of 9-digit ID cards, electronic 9-digit ID cards, citizen identification certificates of others; renting, leasing, pawning, accepting as collateral, or destroying 9-digit ID cards, citizen identification certificates; using counterfeit 9-digit ID cards, electronic 9-digit ID cards, citizen identification certificates.

(8) Accessing, altering, deleting, destroying, disseminating, or performing other activities related to personal data processing in the National Database on Population, Identity Database, and the electronic identification and authentication system illegally.

(9) Exploiting, sharing, buying, selling, exchanging, appropriating, or unauthorized use of information and data in the National Database on Population, Identity Database, and the electronic identification and authentication system.
