On September 24, 2024, the Minister of Justice off Vietnam promulgated Circular 10/2024/TT-BTP stipulating the codes and standards for professional titles in the field of registration of security interests, including standards for Class III public employees in charge of registration of security interest

Standards for Class III public employees in charge of registration of security interests in Vietnam

Class III public employees in charge of registration of security interests in Vietnam must meet the following standards:

(1) Standards for Professional Ethics

- Possess a sense of responsibility, dedication to work; adhere to discipline, administrative order, and internal regulations of the organization; respect and do not discriminate against organizations and individuals requiring public administrative services for securing measures registration.

- Show a cooperative spirit, facilitating colleagues, other individuals, or other organizations in performing their responsibilities and providing public administrative services for securing measures registration.

- Maintain a healthy, civilized lifestyle suitable to the working environment and the environment for providing public administrative services for securing measures registration.

- Other standards as regulated by the Minister of Justice of Vietnam regarding the professional ethical standards of public employees in the Justice Sector.

(2) Standards for Educational and Training Qualifications

- Hold a university degree or higher in fields related to law.

- Possess a certificate of professional training in Securing Measures Registration according to the program content of the Ministry of Justice.

(3) Standards for Professional and Operational Competence

- Implement correctly the guidelines and policies of the Communist Party, the laws and policies of the State in providing public services and administrative procedures in performing tasks;

- Have the knowledge, expertise, and skills to perform tasks;

- Have the capability and skills to draft documents in accordance with tasks;

- Have the ability to cooperate with relevant agencies, organizations, and individuals in performing tasks.
