On September 30, 2024, the Government of Vietnam issued Decree 119/2024/ND-CP regulating electronic payments of road user charges via ETC in Vietnam, including provisions on the process of handling payments of road user charges via ETC in Vietnam

According to the stipulations in Clause 2, Article 15 of Decree 119/2024/ND-CP, the Process of handling payments of road user charges via ETC in Vietnam is carried out as follows:

- When a vehicle enters the identification zone of the system installed at the road toll station, the system installed at the toll station will read the information and send the transaction information to the Operation System and the Data Center of the road user charge Payment Service Provider to process the road user charge payment and send the information back to the system at the toll station to complete the vehicle's transaction through the toll station.

- The exchange of information and the process of handling transactions for road user charges are carried out according to the standards and technical specifications for road toll stations and other related standards and technical specifications.

- After the transaction is completed, the road user charge Payment Service Provider and the operating unit synchronously collect the transaction information to the Electronic Payment Database System for Road Traffic.

In addition, the operation mode of the system installed at the road toll station using non-stop electronic payment includes:

- Single-lane with barrier: In this mode, the barrier at the road toll station will open for the vehicle to pass through when the vehicle has a valid end device tag and successfully completes the road user charge payment.

- Multi-lane free flow: In this mode, the road toll station area will only maintain overhead gantries and toll collection equipment installed on the gantries. This mode is only applied at the entrance of expressways. (According to Clause 1, Article 15 of Decree 119/2024/ND-CP)

More details can be found in Decree 119/2024/ND-CP which takes effect in Vietnam from October 01, 2024.
