The Ministry of Home Affairs issued Official Dispatch 4369/BNV-DT dated September 16, 2016, providing guidance on the implementation of training and retraining tasks for public employees stipulated in Circular 19/2014/TT-BNV.

The organization of training for leaders and managers of public service providers is regulated as follows:

- The National Academy of Public Administration organizes training programs:- Training for leaders and managers of public service providers under Ministries;- Training for leaders and managers of public service providers under Provinces;- Training for other public employees as assigned by competent authorities.- Academies, schools, training centers, and entities training officials under Ministries, agencies equivalent to Ministries, agencies under the Government of Vietnam, central political-social organizations; the Department of Teachers and Educational Administrators under the Ministry of Education and Training; Political schools of centrally-affiliated Provinces and Cities organize training programs:- Training for leaders and managers of public service providers under Districts;- Training for leaders and managers of divisions under public service providers;- Training for other public employees as assigned by competent authorities.
