The Prime Minister of the Government of Vietnam has just signed and promulgated Decision 1461/2016/QD-TTg approving the Scheme for implementing the conditional early release of prisoners. The scheme will be implemented starting from 2016 and includes some notable contents:

- Subjects and conditions for consideration of early release on parole (EROP) with conditions according to Article 66 and Article 106 of the 2015 Penal Code;- Procedures, dossier, authority for review, and decision for EROP with conditions according to Article 368 of the 2015 Criminal Procedure Code;- The Ministry of Public Security cooperates with the Supreme People's Court and related agencies to regularly implement EROP with conditions on a quarterly basis.- Persons granted EROP with conditions are entitled to benefits:- Enjoy basic civil rights (except for those rights restricted or deprived by the court in the pronounced judgment for each individual and mandatory provisions for those granted EROP with conditions).- In cases where half (1/2) of the probation period has been served and considerable progress has been made, the probation period may be considered for reduction.
